Xander Payne is the secondary antagonist of the Mega Man Archie Comics. He is the main antagonist of Spiritus Ex Machina, a major antagonist in Breaking Point and Dawn of X, a minor character in Legends of the Blue Bomber, a major character in Worlds Unite and the secondary antagonist of Red Shift.
He is the leader of the extremist and anti-robotic organization, the Emerald Spears, which is an organization dedicated into stopping all robots and attempting to make them cease to exist after Dr. Wily's invasion of Mega City took place, which cost him his left eye in the process. He later travelled back in time and gained enough money to fund Wily in order to prove that robots are evil and should be destroyed.

What Makes Him Heinous?[]
- He attacked a robot convention, alongside his fellow Emerald Spears workers by bombing the convention, which endangered thousands of humans and robots alike.
- Getting angered at Harvey Greenleaf, Payne sets off a bomb while people were still stuck inside the convention centre.
- He refused to accept Elec Man's apology of him scarring his eye and instead shoots Rush as a way to vent his anger.
- He attempted to set off a bomb in the Light Ball just because they accepted robotics into their life, which would've killed off thousands of people.
- Holds Wily and Eggman at gunpoint, intending to kill Sigma and reverse the events of the series, which would've killed off billions of people. While Wily and Eggman used it to rule the world, Xander used it to wipe out time itself.
- He used stock market changes and gambling bets to become Mr. X after getting stuck 30 years into the past.
- He assists in Wily's plan in kidnapping, Kalinka, who was Dr. Cossack's young daughter.
- He is shown to be abusive towards Theo, as he mocks him and treats him like dirt.
- His relationship with his brother is unclear, as they are never seen interacting with each other.
- While he acts insane temporarily during the run of the comics, he doesn't have moral agency issues, since he clearly can tell what is right and wrong.
- While he has a few comedic moments, his crimes are taken completely seriously in-universe.
What Makes Him Inconsistent?[]
- He is too much of a Well-Intentioned Extremist, as he believes that the world is better without robots. He even makes a heroic sacrifice to kill off Sigma at the cost of his own life, meaning that he ultimately had noble intentions.
- He is tragic, as he got his left eye scarred by Elec Man while saving people during the Robot Master invasion at Mega City. While it doesn't justify his actions, it is still played for sympathy and suffers from insecurities from the day he lost his left eye.
- He has some care for his dog, as he was saddened that he had to put down his dog when time-travelling.
