What's the work?
Danganronpa is a video game franchise of visual novels (also with some animes, light novels and mangas), where generally a group of students end up being forced into a killing game, where if they want to get out of where they are trapped, they have to kill someone and get away with it after a trial, of course we don't follow a murderer across the games, so we need to find who is the murderer in each of those trials so the rest can live. There is a lot of despair in this games, as in reality the whole world was pretty much destroyed after a horrible event caused by Junko Enoshima.
But for this removal, we are not talking about someone that is part of the Despair, but actively against it, one of the most famous serial killers in universe, who is revealed to be part of the students, in a way. This is Genocide Jack, Genocider Syo or Genocide Jill (depending on how you remember it), the second personality of the Ultimate Writing Prodigy.
Who is Genocide Jack and what did she do?
So... Genocide Jack is a pretty known serial killer, the Ultimate Murderous Fiend, who using her pretty specific scissors killed 37 men that she found handsome. Also, forgot to mention, but Genocide Jack is the second personality of the Ultimate Writing Prodigy, Toko Fukawa, this dissociative personality was caused by Toko's repressed emotions in this modern society, with Genocide Jack being an expression of all of those dark emotions inside of the reclusive girl that is Toko.
So let's see, for what we get, each time she found a handsome man, Genocide Jack got obsessed with them and seek to kill them, crucifying them with her scissors (called Genoscissors), and writting with the blood the words "Bloodbath Fever". She was given that Ultimate title for being one of the best serial killers, who didn't got caught ever. She ended up in Hope's Peak Academy and Toko possibly told her secret to the rest of her class after a time.
Anyways, to summarize, Genocide Jack doesn't do anything too bad in the Killing Game started by Monokuma, she was suspected of being the one who killed Chihiro, but it was all cause Byakuya changed the scene of the crime to look like one of hers (although she admits that she would have killed Chihiro if she knew he was a boy). Then, she was one of the two that hit Sakura Ogami on the head with a bottle after thinking she was going to attack her, although Sakura didn't die for that. By the end of the story, Genocide Jack is pretty much redeemed and completely loyal to Byakuya Togami, helping all of them to end with the Killing Game.
In Ultra Despair Girls, Genocide Jack is one of the protagonists, being ordered to not kill any human by Byakuya, which she actually ends up never going against to. She and Toko end up making a deal with Monaca and Nagito, in order to recover the kidnapped Byakuya, she was supposed to bring Komaru directly to them, although they ended up going against it until much later. There is a boss battle against her when all of that is discovered, but Genocide Jack ends up refusing to actually do anything, as both of the personalities ended up caring for Komaru and stuff. Anyways, by the end, Genocide Jack continues being good, helps to defeat Monaca and finish with Big Bang Monokuma. And by Danganronpa 3, she and Komaru went to stop Monaca once again, but they didn't do anything by the end so idk.
Why doesn't she count anymore?
Genocide Jack has enough inconsistencies to count here obviously so the issue is simple.
Yeah, Genocide Jack has a pretty good kill count and she doesn't have the resources of say Junko Enoshima or Monaca Towa... but there is a more simple issue here, and its name is... Killer Killer. Killer Killer is a canonical manga of Danganronpa, where there's a bunch of serial killers, I think you people can already see my issue with her. Genocide Jack is the serial killer with more screen time in the franchise, but pretty much doesn't do anything across all of the games, except for her backstory, she is also weirdly powerful, capable of blocking a punch of a giant robot and destroy a bunch of Monokumas without receiving any damage, while also being one of the best serial killers... but she only has 37 brutal victims. Meanwhile in Killer Killer we have a serial killer with 40 victims that he used to drink their blood and create statues made of their bodies in disturbing fashion (who already fails the heinous standard), a serial killer of serial killers that planned to kill everyone on Earth and a serial killer who has killed millions of people.
I think you people can see the issue, Genocide Jack with all of that screen time and strenght, she has a not pretty high kill count compared to the ones appearing in Killer Killer. And although she is brutal, I don't think it gives her enough of a niche when a bunch of the other serial killers are also pretty brutal too, some getting exploded from inside, getting tortured for over a year by parasites inside of them, getting mutilated a bunch or even replicating the horrible deaths that ocurred in the first killing game. So yeah, I don't see any possible way for her to actually stand out against them, and more when one of them is also brutal and has a little higher kill count and still fails, meanwhile the one who passes has one million kills, so yeah... Genocide Jack is done.

A cut for me KYAHAHAHAHAHAHAHAH, I love my scissors!
