NOTE: This is about the version of Rimuru Tempest from StormVideos audio YouTube series as his canon self do not qualify
Rimuru Tempest StormVideos

After remembering this video series I Decided to propose him.

What's The Work?

The work don’t have a proper name but it is about a alternate timeline where Rimuru Tempest lost everything and would go on a rampage against everything.

The complication video calls it The Day That Rimuru Tempest Lost Everything & Become Evil by StormVideos however here.

Who Is He?

Rimuru Tempest is the main protagonist of the story who based on the same character who lost everything and go on a rampage to avenge those he lost.

What Makes Him Heinous?

Heinous Standards

He pretty much sets up the story’s heinous standards since no other villain aside from Clayman himself appear in it who can challenge him but is a "kill-the-heroes" villain in, so he is the most heinous of all.

Heinous Actions

He would wipe out the Armed Nation of Dwargon and the Kingdom of Falmuth killing all of it’s people in the process even civilizans. He would fight off Carrion and forces where Rimuru would wipe out nearly wiping out Carrion’s forces until he defeated Carrion. He intends to wipe out the human nations and enslave any who would wrong him in attacking his nation.

He would wipe out Clayman and his forces with some issue, before fighting Milim Nava intending to kill and take her power where he would absorb a village and cause damage in the environment. He would attempt to finish off Milim before Veldora intervened after escaping his imprisonment as he would attempt to kill the two but would be defeated by the two dying in the end.

What Makes Him Inconsistent?

He is too tragic for Near Pure Evil since similar to his Forsaken Future version, this version returned too late in time to find literally everyone in his nation all dead and when he tried summoning Ranga a trap killed him. This pretty much broke him and seek revenge on those who wronged him since he was seemly betrayed by everyone, making him a Villain by Proxy since he was driven into villainy. Since he never didn’t do anything wrong before it so it also make him a scapegoat.

Although he did subvert cars for some he never stopped caring for those of his nation he consider his family, Class S, and for a time Milim Nava & Veldora Tempest.

Although despite his intentions of enslaving humankind, he had some well intended reasons given he wanted monsters a chance.

He has standards against rape as when he found out Shion and Shuna bodies were violated and when he learn Shogo Taguchi was one who did it he was very disguisted.

He also showed insecurity and showed remorse as he did hesitate in one point before pushing it off to the side to deal with his fight with Clayman.

His death is played for sympathy as after being given a fatal injury by Milim and Veldora, he would say on how he lost everyone to the Dragoniod and True Dragon who both sympathized with him in his final moments.

Verdict

A easy yes.
