Megatron is the leader of the Decepticons and the archenemy of Optimus Prime who serve as a reoccurring character.
What Makes Him Heinous?
Heinous Standard?
His only competition is Optimus Prime who is also IH here while everyone else fails to him or can't be compared to him.
Heinous Actions?
Like his original video game counterpart, he infects Cybertron with Dark Energon, killing Sentinel Zeta Prime, and unleashing Trypticon on the Autobots so that version’s crimes can be applied to this one here.
He also abuses Starscream at times, tried to attack Earth in the past, even enjoy natural disasters kill people when he asked what his favorite thing about Earth in a Q&A and trying to eliminate the Autobots many times.
What Makes Him Inconsistent?
Although being a parody of original Megatron isn't preventing anymore given the rise of Silly PEs and NPEs he has other preventing qualities too severe to rank higher.
The biggest reason he can't be PE or NPE is he has been On & Off at times showing to get along and hang out Optimus Prime at times or even teaming up with him rarely at times against common foes, meaning he isn't always consistent with his villainy.
He like his IDW and One counterparts is also genuinely tragic as his own Q&A Video has him answer a question where he was slave and miner like two aforementioned versions being reason for his villainy.
He also has some lacking affable evil instances shown some genuine but twisted care for Starscream as despite using him as a punching bag, he wouldn't go that far to kill him as he was upset when he thought he killed him in one instance but relieved it isn’t the case. He also has somewhat care for his human fans despite being xenophobic which can be treated as Pet the Dog moments here.
Although hypocritical at times, he shown some genuine standards like against sexual assault believing in consent. He also have some extremist intentions that is enough to hold up a bit in trying to build things for better but is minor given his actions.
