I thought of proposing an another That Time I Got Reincarnated as a Slime character and after binging enough the Light Novel to understand the changed heinous standard and newer vollains I can finally release Guy Crimson's proposal.
WARNING: There will be spoilers for those only seen Anime and Manga as I pulled info from the Light Novel so spoiler warnings ahead.
What's the work?
That Time I Got Reincarnated as a Slime is an light Novel about an worker who was reincarnated as a slime who formed an nation and befriended a dragon while trying to make a nation to enjoy his life enjoyable like in his old world. It also got Anime, Manga, and mobile & console games too.
Who the character?
Guy Crimson born as Rogue is one of the 7 Primordial Demons and one of the oldest Demon Lords of Octogram, as well as the partner in crime of Ice Dragon Velzard.
Heinous Standard?
The series has a bit very has high heinous standard since genocide is s bit common killing thousands to millions as Feldway and the Eastern Empire did rack up a much higher kill count but they had a TON of more resources than Guy Crimson and Guy did his worse acts when he was much less powerful than his more powerful present self so he would stand out from them as Feldway is abour strong as strong Guy's present self if not more here and he had army of millions of angels and some powerful figures such as Velzard at his disposal and the Eastern Empire is the strongest nations with modern day technology mixed with magic and a very large army so he doesn't fail to them either.
Despite also being made from a elemental of darkness he has a clear moral agency and personality so he has zero issues around that subject.
Heinous Acts
Due to my info being extracted from a Light Novel all of his crimes are made perfectly made clear in-story even his offscreen ones as those are stated very clear in the narration dialogue in enough detail here so none of his crimes can suffer from fridge-horror in anyway here. When he was summoned by a High Human to wipe an enemy nation due to him giving Guy an insufficient payment resulting him in destroying both resources before summoning in Rain and Misery ordering them to torture and kill the civilians as slowly possible and painfully as possible as he didn't use mass destruction abilities for the latter, this act nearly put all the High Humans Extinct. The two nations he destroyed were considered one of the largest two in that era more so than most present day nation and one of them was stated to have a population of millions and the series world population doesn't reach into the billions only about 1.3 billion so this gives him a very high kill count. While Milim Nava did also destroy an larger nation than the two he destroyed, she had higher resources to do cause more destruction since she was more powerful than him so he doesn't fail to her but I will save Milim for another time for her own proposal anyways. He and the Ice Dragon Velzard's battle caused the planet's axis to be shifted effecting and changing the entire planet's climate with not feeling remorse for the change in climate and those effected even laughed a bit. He also releases his demons every now and then to cull the human nations down every couple centuries to attack various human nations.
He also ordered Misery to kill the Counsel of the West Members to drive humanity into fear but was foiled by Testarossa an underling of Rimuru Tempest. Though he did promise to Rimuru to stop culling when he offered an alternative less bloody method but said he will resume it if Rimuru goofs up.
Minor acts include perverted acts towards Leon Cromwell, being harsh towards Rain to name the few.
Despite the high heinous standard where genocide is a bit common, he stands for destroying two nations with lower resources when he was younger and weaker at the time while slowly painfully torturing everyone there to death with Rain and Misery's help, shifted an entire planet's axis during his fight with Velzard without any care and has his army of Demons attack human nations to cull down the human population down every couple of centuries or so allows him to stand out here from others here.
Preventions
Needless to say... he’s WAAAAYYY TOO Grey Zone like most of the series most heinous villains to be PE or even an NPE and he has many redeeming qualities as he can be very affably, has made actual friendships and can be genuinely polite to people especially those he find strong or interesting. He also be On & Off a lot too as he likes humans sometimes protecting them at times and helps keep the balance to the Central World which is why he culls the human population down to prevent over population of humans making him an well intended extremist.
Verdict
Despite the series high heinous standard he passed since he committed his worst act when he was more weaker of destroying two large nations where he tortured many of it's people slowly and painfully to death as possible with Rain and Misery when one of it's people failed to do proper payment allowing him to standout but he is too grey zone and has too many redeeming qualities to be NPE.
