Since the new season now ended, I can now dicuss the two titular characters.
I will be covering their crimes they intentionally done or indirect but were completely remorseless of so no crimes they accidental done and shown remorse for will be on here.
What’s the Work?
Panty & Stocking with Garterbelt is a Anime black comedy that feature Panty and Stocking trying to hunt ghosts to get back into heaven and get into shenanigans.
Who are they?
Panty and Stocking Anarchy are the main protagonists of the titular series who are Angels from Heaven kicked out of there for being too chaotic in Heaven now having to collect coins from killing ghosts to do so.
What Makes Them Heinous?
Heinous Standards
So they gotta complete with literally every antagonist in the show including other IHs like Cocktimus Prime & Mingeatron, the Cosmic Cube who attempted to destroy the universe, and Cursut who unleashed the Ultimate Ghost on Daten City and Garterbelt who is a former gangster and pedophile, and their Uncle Ramie who attempted to wipe out Earth and Hell.
Although them being Angels and their weaponry could make then have high resources in theory but they’re only effective against ghosts as they’re shown ineffective as shown in Season 2 they do not work against non-ghosts as they were harmless against humans, demons or anyone else not a ghost. So the Cosmic Cube can't be compared since it is a higher dimensional being. Neither their Uncle Ramie since he has more resources since he a weapon of mass destruction to work with too.
Heinous Acts
In General
They have done many chaotic things due to their behavior which got them booted out of heaven to Earth.
They also been abusing Brief Rockers one of few the only characters completely nice to them to point of being a scapegoat many times throughout the episodes.
In some episodes they even neglected their duties and allowed ghosts to roam and cause havoc as one of the episodes show footage of ghosts attacking places due to Panty & Stocking not doing their duties that Gaterbelt had to show them and force them back.
The two also shown to perverted though Panty do it a lot more than Stocking however as she show that trait rarely.
In one of the Manga stories they even freaking did sweet home Alabama (Not making it up or joking it actually happening) although stated to be Non-Canon decided it was worth bringing it up.
Season 1
Throughout some of Season 1 some of their acts of attempting eliminate the ghosts caused destructive havoc which they didnt show any remorse for mostly like that one episode they try to go after a ghost that tried to possess vehicles meaning they gonna willingly endanger others here.
In the Transformers Parody episode they would end up eating cores of Cocktimus Prime (Before he became fallen) and Mingeatron when both weren’t even threats. The two would make the two Cybertronian parodies fall apart and Panty & Stocking now as Not-Transformers cause havoc and destruction wherever they go. Even when they stop they still kept fighting at times.
In one episode they were perfectly ok with Scanty and Kneesocks shooting Brief when the two had him hostage and this made two Demon sisters disgusted of it because of it.
Season 2
In Season 2 when Stocking mutated in a demon-like kaiju she ends up causing destruction in Daten City and when Panty now enlarged to her size due to plot reasons to stop her. Their fight would end up causing destruction in the city they’re in while fighting and ends with city being ruined more than it was against the Ultimate Ghost. Although their fight in destroying the city was indirect, they were completely remorseless on the destruction they caused so it isn't unintentionally heinous due to not showing remorse in doing so and given their ability to willingly endanger others before would also be another argument.
In one episode after winning the money needed to repair the damage done to city Panty just blew it on things for selfish reasons than try to make it up or using to undo the harm done show how remorseless she is.
In one instance Panty gets arrested but varies; In English dub it was without a license to do her usual but in Japanese Dub it was rape so she would have unique crime for that one since no one tried rape.
What Makes Them Inconsistent?
They can’t be NPE for many reasons for one their actions are played for black comedy and work relying on sociopathic humor also prevent them from being Silly NPE. Even then another reason they can’t be NPE is they’re mostly heroes being On & Off who both done many heroic deeds who is able to qualify as a Inconsistently Admirable duo.
Additionally Stocking had moral agency issues due to her influenced by Corset but he lost control of her during the destructive rampage act so it still counts and given she & Panty didn’t show any remorse for the destruction they caused it wasn’t unintentionally heinous since the two shown zero remorse for example when they leveled some of Daten City in their fight without care they resume their usual like it was nothing and similar cases for similar destructive sprees.
They also care for each other and multiple friends as well such as Garterbelt (even if they are rude to him), Briefers Rock who Panty genuine love at the end of season 2, the Demon sisters Scantly & Kneesocks as friendenimes who they sometimes get along more in later events of season 2.
They also have multiple standards even if though the two been hypocritical at times themselves such as for example cute animals being killed in Mutant Garterbeltd or their two angel cousins spitefully turning Scanty and Kneesocks into animals due to their xenophobia which two found too far.
