That's right I am proposing an Non-Villain IH for once here but not just one Non-Villain but two Non-Villains so it's an double proposal here! So this probably makes it the first time someone did an double Non-Villain Proposal here. And I thought of doing the Mad Destroyer herself Milim Nava and the Storm Dragon Veldora Tempest from That Time I Got Reincarnated as a Slime an niece and uncle duo probably for first time in not only in IH History but Moral Ranking as well I think.
This is probably my biggest IH Proposal yet since Japanese Generation One Megatron since they are Non-Villains and I had to read the Light Novels to extract more detail which took more time and effort. So now reading more of the Light Novel I finally got more info to make sure their acts hold some weight here so now I can propose them here. I have gotten permission to propose them here before anyone asks as I got permission from Complete Monster to propose those two after chatting on Discord and explaining their actions a bit if they can qualify and said yes in the end so special thanks for allowing me to do this here. So as saying goes around here... Cue the Judge Megatron Clip! Let the Trial Commence!

What's the work?
That Time I Got Reincarnated as a Slime is an light Novel about an worker who was reincarnated as a slime who formed an nation and befriended a dragon while trying to make a nation to enjoy his life enjoyable like in his old world. It also got Anime, Manga, and mobile & console games too.
Who are they?
Milim Nava is one of the oldest Demon Lords and the daughter of Veldanava and Lucia Nasca, as well as Rimuru Tempest's bestie alongside Veldora Tempest. She is also titled Destroyer by people.
Veldora Tempest
Veldora known Veldora Tempest and titled the Storm Dragon is one of the True Dragon race being the younger brother of Veldanava, Velzard and Velgrynd. He is known as "Evil Dragon" by humanity here.
Why are they heinous?
Heinous Standard
In General
The series as a bit of an high heinous standard since genocide is a bit common as killing thousands to millions are the norm around here but they did more than enough to stand out as those who did worse like Feldway or the Eastern Empire had a ton more resources as Feldway has an army of millions of angels and powerful figures like Velzard while the Eastern Empire is one of the most powerful nations if not thecmost with modern day technology mixed in large numbers so they would be unfair comparisons and while Guy Crimson did destroy two nations with fewer resources, Milim and Veldora's did worse as Guy didn't cause massive destruction for his worst act as he avoided using destructive abilities that level areas here so they don't fail the heinous standard to Guy Crimson one bit.
Whelp for resources it is a bit tricky, her nation's army is average but she is literally one of the most powerful characters in the series but she did her worst actions with when she was more weaker and had no nation at the time than her present day self so her past self would have less resources than her present self.
Veldora Tempest
Veldora is also one of literally the one most powerful characters in the series but he did do his worst acts when he was more younger and weaker so he has lower resources than his present self as he was unable to fight his sisters Velzard or Velgrynd who are the same species as him yet are older and much stronger than him.
Each other?
Nope they don't fail the heinous standard to each other as while they did have destructive rampages Milim Nava and Veldora do not fail to each other in any way or form as Milim is more stronger than Veldora as Veldora couldn't handle Guy Crimson while Milim Nava could handle him where Guy needed help from Ramiris to deal with her so both candidates has done enough acts to stand out from each other and other villains with their respective resources.
Heinous Acts
In General
Their crimes rely little to no fridge-horror so they are safe from suffering from fridge-horror as while some are a bit offscreen they were shown in flashbacks in enough detail to hold some weight especially when the Light Novel details and has enough of impact on the story to be clear which makes it help.
I am not covering any unintentional acts per rules obviously nor their alternate timeline versions as they didn't commit them in the main timeline and relies too much on fridge-horror due to them not being detailed so those will be excluded plus their main timeline acts are more than enough to make them stand out anyways.
Her actions
She pretty much destroyed the Super-Sorcery Kingdom of the Elves an entire large nation at the time where she destroyed it’s capital all on her own her own killing hundreds of thousands to awaken as an True Demon Lord where her Harvest Festival Gift from her Awakening revived her pet Dragon Gaia into the Chaos Dragon where she ended up causing more death and destruction where it got so bad Guy Crimson had to step in and with Ramiris help calmed her down from her rampage.
In the present time she had an hand in creating the Orc Lord by agreeing with Clayman's plan out of boredom and later on she arrived to Rimuru City while she did not cause double she did try to kill Rimuru's subordinates when she got attacked by them though Rimuru manage to calm her down though. Later on when she was pretending to be mind controlled by Clayman while it was an act she caused an ton of destruction in Eurazania's capital though no one was killed as it was evacuated ij time where she caused an ton of destruction with blasting an entire country range and blowing an entiee hole in some mountains. Might not be as bad as the first one but required to include it and she felt zero remorse for it anyways trying to deflect blame on Clayman later on and did it on her free will here so this one counts.
While she did do more her other acts were out of heroism so this it here for her heinous acts that were intentional here.
Impact
Her rampage ended up having have some consequences as the Super-Magic Kingdom was destroyed, the Chaos Dragon turned several elves into Dark Elves which caused it whatever is left in the kingdom to be split into two, her rampage caused a ton of destruction enough where Guy Crimson had to step in as he only steps when a extinction level being threat are is too much for everyone else to handle where it would done a lot of damage to Central World, so it don't rely fridge-horror at all since it was stated she would've caused more damage and would've destroyed it if Guy and Ramiris didn't step to stop her, and their fight created wastelands where it made life nearly impossible to inhabitant in with it being an contaminated desert.
Overall
Despite how high the heinous standard the series is and genocide being a bit common around here, Milim stands out for here for hers being more destructive one since she caused lot more destruction in her wake and Guy Crimson had the help from Rain and Misery in doing his act, there is also the fact while the nation she destroyed was more larger and powerful than the two one Guy destroyed on her own before the Chaos Dragon joined in helpint her cause more destruction where it got bad enough to have Guy Crimson to step to do so, and the fact she did her worst act when she was more weaker allows her to stand out from him and others who did similar acts.
Veldora Tempest
His actions
Since I read more of the novel I can now detail his rampages more since not all of it was shown on the Anime or Manga as it was shown in flashbacks or were offscreen but thanks to me reading more of the Light Novel those acts don't rely on fridge-horror anymore since it was explicitly stated in the novel like him causing destruction in many nations despite no exact kill count but with the sheer destruction and not to mention he destroyed the nation Nightrose wouldn't matter meaning those acts got more solid weight thanks to it. Veldora Tempest also ended up end destroying an invasion force of the Eastern Empire though wasn't out of heroism just out of boredom though so it count which resulted in very high causalities in the thousands to almost millions.
While some of his rampages were a bit offscreen they have enough proof to save it from being relied on fridge-horror through flashbacks, onscreen impact & consequences, and details in the Light Novel confirming some more stuff as well.
Impact
His rampages also had consequences as it can be shown through Luminous Valentine's behavior destroying her nation Nightrose even after 2000 years, his sisters had to discipline him whenever he do them and everyone (Who is not an Demon Lord or True Dragon level) being literally terrified of him to the point of having his name said being forbidden to say as an jest (akin to saying Voldermort's name in Harry Potter), and humanity comparing him to an walking natural disaster, and the fact the human nations treated his disappearance and reappearance very seriously holds more than enough weight.
Overall
Despite how big the heinous standard is with genocide being a bit common, Veldora stands out for striking fear and terror into humanity destroying Nightrose which ended up making it very personal to Luminous Valentine later oh, and several other nations while he did all of it out of sheer boredom, had to be sealed away because of it and humanity absolutely terrified of him as an result. Since his crimes were shown in a flashback and are detailed more in the Light Novel, and had onscreen consequences they don't rely on fridge-horror as an result.
Why are they inconsistent?
In General
Since they are non-villains since they don't have an Villains Wiki page due to them being treated by Heroes by the story narrative and their acts revealed later on in flashbacks after being set up as heroes, and etc they can't Pure Evil or Near Pure Evil, anything close to that were all "False Antagonist" moments in present day. Even then both had moral agencies issues when they did their worst acts as while they weren't mind controlled nor done them against their will, their sense of judgement was hindered at the time and even if they can qualify as Villains they are too tragic to be PE or NPE and they reform later on anyways which I will get into right now.
Even if she can qualify as an Villain she is FAR TOO tragic and sympathetic to be PE or NPE as she lost both of her parents in a young age relying only her pet dragon with her uncle Rudra not doing anything to care for her, leaving only pet dragon as her company until a power hungry king went after her power and got her pet dragon killed which ended up being the catalyst that caused her to go into her berserker state where it caused destructive rampage in the first place that leveled the kingdom's capital to awaken as a True Demon Lord and awaken that triggered an Harvest Festival which bestowed "Gifts" close to the individual would give her pet dragon though ends up backfiring due to it's soul damaged turning it into an Chaos Dragon where she commanded it to rampage wih her and their combined rampage caused an ton of destruction in their wake and was calmed down by Guy Crimson and Ramiris before having to seal her once pet away. There she decided to protect others such as Dragon Faithful who are close decedents of her pet dragon and protecting humanity from others. When she later meets Rimuru Tempest she reforms herself and strived to be an better person where she sheds most of her corruptions.
Since her destructive rampage was caused due being driven into a berserker state she suffers from moral agency issues but they don't disqualify her of IH since she wasn't mind controlled nor done against her will since she done it on her own free will just with an hindered moral agency that is and while she did felt remorse for it when she calmed down but is far too intentional to be unintentional heinous act since she did it to try and revive her pet dragon while she caused too much death & destruction to be brushed off as an "Heating-Up Period" and while she did pretend to be mind controlled by Clayman during her act of leveling Eurazania's capital that act was also too intentional to be an unintentionally heinous act as she refused for to show remorse for her leveling the Eurazania's capital and tried to shove the blame on Clayman by saying she only did it to fool him.
Veldora Tempest
Even if he can qualify as a villain he suffers from massive moral agency issues which is too much to be PE or NPE as he lacked an sense of right and wrong when he did his rampages prior to meeting Rimuru Tempest as while he did his rampages out of sheer boredom on his own free will, he lacked a sense of right and wrong as he not realize the damage and casualties he caused essentially makes him an "Generic Doomsday Villain" or in this case since he is not an villain so he is an "Generic Doomsday Non-Villain?" and felt remorse for them later on abet forced by Rimuru Tempest and Luminous Valentine though even since he still did it in his own free will despite an impaired agency so it isn't unintentionally heinous. He is also TOO TRAGIC as Velzard's harsh treatment of killing him & reviving repeatedly until he behaves and Velgrynd spoiling him hoping to make him behave as punishments traumatized him which also makes him an scapegoat too.
He is also incompetent, prideful and arrogant as he underestimate his opponents sometimes as he took the Masked Hero too lightly until it was too late where he even he used his full power he still got sealed away in first place and has some detracting comedic moments at times too but everyone still take him seriously though.
His actions in present day was due to the Eastern Empire brainwashing him into controlling those or was due to his incompetence at times so I left them out here but not his past ones he done in his free will though.
Verdict
I say yes as destroying an entire large nation like the Super-Sorcery Kingdom, and doing on a destructive rampage thousands of years ago that caused an ton of damage in the Central World having created the baron wastelands, effecting the elven race and leveling the Eurazania's capital with her either refusing to show remorse for the latter trying to pin it on Clayman, though can't be PE or NPE besides from obviously of her being an hero after all, her other preventions is as while she did do her worst act on her own free will was in berserker state meaning she suffers from moral agency issues due to her being in a blind state of grief & rage, felt remorse for that action in the end once she calmed down, too tragic & sympathetic and she eventually sheds most of her corruptions when she meets Rimuru anyways.
Veldora Tempest
I say yes as Vedora Tempest caused a lot of damage and destruction through his many rampages in the Western Nations where it made him strike fear into humanity and destroying many nations like Nightrose out of sheer boredom allows him to stand out but he is he had moral agency issues since he lacked sense of right and wrong at the time which is why he isn't on the villains wiki and is FAR TOO tragic to be PE or NPE even if he was one since he was bullied by sisters with one of them killing him repeatedly making him also an scapegoat.
