Carrera or Jaune is one of the Seven Primordial Demons who serves Rimuru Tempest as the Menace Lord under the 12 Guardian Lords after being introduced to Rimuru by Diablo before swearing loyality to him.
Ultima
Ultima or Violet is one of the Seven Primordial Demons who serves Rimuru Tempest as the Pain Lord under the 12 Guardian Lords after being introduced to Rimuru by Diablo before swearing loyalty to him.
What Makes Then Heinous?
Heinous Standards?
The story got a high heinous standards where as there is a bit genocidal crimes are a bit of a commonplace so they got tough competition.
But they can’t be compared to Guy Crimson, Feldway. Michael, Milim, Veldora, Velzard, Velgrynd, or Ivaragé given they are more powerful and/or have more more than the two since the two did their worse crimes when they were weaker than their present day selves.
Both mostly did their worst acts with little to no assistance as they did most their worst acts on their own with minor exceptions from a few Demon Minions at small times but I believe their unique M.E.Hs can help.

Although despite nuking just one nation, it was repeatedly throughout the years. In Anime and tie-in mobile game story (Story is made by series creator and canonized to main series making it plausible for count) where it shows one of her attempts so it shows she did the same thing many times as one of her attempts show her unleashing a massive explosion in the capital bypassing it’s barrier which lead to many screaming in the background although not shown in the clip but Light Novel did explicitly confirmed those acts explicitly caused many deaths giving it enough implication and context to not be fridge-horror and area is home to ar least 20 million people.
This act alone pretty much have her have one of the worst reputations of Primordial Demons due to her destructive capabilities and her troublemaker personality. In fact she herself stated could’ve wiped the capital off the map if she want to but thought be more fun to terrorize them on a basis as she didn’t want “kill her audience"
And she all of did that just to spite Leon Cromwell when many weren't even involved with him destroying her vessel so she nuked an entire nation capital over many years just to spite one person gives her personal villainy towards Leon Cromwell a Grey-Zone On & Off character so it also give her personal villainy towards him.

I believe her unique crime of soul torture as while some others done too, she stands out from them for her methods being far more cruel and painful out of sadism than others who done since she tends to prolong her victims suffering for her amusement.
Many years ago she would accept the Kingdom of Raja’s pleas of help and although may sound noble on paper the catch is the crown will inflict massive pain and suffering on the caster whenever it is used for miracles and such.
Since Towa using the crown was shown to be very painful by the soul for each usage, it shows her ancestors was also inflicted with the same painful effect so it is enough to not be fridge-horror reliant.
Although it wasn’t her intention for one of her underlings to speed up the process by causing it, this is too pragmatic to be unintentionally heinous since it ruined her fun due to wanting it to prolong it and not speed up and was completely remorseless of it anyways. Not to mention she has done enough intentional harm before then even then.
Even when Ultima doing doing heroism she still shows her sadistic let’s just say she inflicts so much pain and suffering to the point where the argument “not so nice people” don’t even matter anymore as for example she still sadistically tortured a simple thug or torturing several Eastern Empire soldiers despite them being villains she still took pleasure and inflicted torture by the very soul.
In short she has unique crime of soul torture with her methods being most painful of all.
What Makes Them Inconsistent?
Both
Both can’t be PE or NPE due to them being On & Off Grey-Zoned characters who have done heroism when they began working as subordinates for Rimuru Tempest who played a role in Eastern Empire Invasion and against Feldway's forces but that will be covered in more detail for the IA Wiki in the future lol.
They also shown to be loyal to their master even when offered by Velgrynd to defect to Eastern Empire two resisted and refused.

She shown to be honorable towards others and despite being spiteful towards Leon Cromwell, she show some respect and honor to him as well as some of Yellow Lineage Demons she find interesting or unique.
Ultima
She had some redeeming qualities as she always kept her word on her contracts to others, as when one of her underlings attempted to make Towa use the crown more, even though she got what she wanted but due to her underlings' prevention she revived Towa as apologies for her underlings intervention.
