Was honestly quite shocked to see this guy approved

With the Jurassic World franchise continuing on through the movie's and tv show's, and the heinous standard continuing to get higher, I feel this candidate doesn't qualify for this wiki. He's honestly one of the least evil villains alongside Ludlow. Thanks to Complete Monster for permission for this removal.

What's the work?

Jurassic World is a 2015 film by made Universal that takes place decade's after the incident of Jurassic Park, where this time the theme park opened up. However, chaos ensues thanks to the escape of a hybrid dinosaurs, the Indominus-rex, the movie's main antagonist. However, we're focusing on the secondary antagonist for this proposal.

Who is he?

Vic Hoskins is the film's secondary antagonist. He's in charge of InGen's security division, having captured the pterrnadon's seen at the end of the 3rd movie and hired Owen Grady. He also wants to use the raptor's in war.

Why doesn't he count?

Even ignoring the fact I'm not sure he passes the baseline, he massively fails the standards of the franchise.

Although using dinosaur's in war WOULD be heinous, with Hoskins it's different. Because he stated multiple times that his intention was to use the raptor's for reducing death's. "We both know the military needs to reduce casuilities." "These dinosaur's could replace thousands of boots on the ground, how many lives would that save?" There's never any indication he wanted to use them against innocent people or sell them to terrorists for profit.

"But he had Wu create the Indominus!" Yeah, but neither of them planned/wanted for it to escape and kill people. They took advantage of it sure... by trying to have the raptor's KILL it. Throughout the film, Hoskins repeatedly makes it clear his mission is to PREVENT further death's, especially after Masrani dies. When his men are being ripped apart, he's actually horrified at the site of it. His goal was to stop the I-rex and save lives. Even when Masrani dies and he and his mercs take over, they kill absolutely NO ONE and have everyone evacuate to safety when everything goes south. Even Owens punching him leads to no harm coming to harm, showing how much he holds back on resources

Which leads to the bigger issue; he's out-heinousnessed by Eli Mills (pure evil). Mills proves to be far worse than Hoskins. He's not in charge of InGen or any big company like Hoskins. He's just Benjamin Lockwood's assistant with money. Yet he's way more despicable than him. For one, he murders Lockwood in cold blood when he wants Mils to stop. For two, Mills was also planning to weaponize dinosaurs for warefare... except unlike Hoskins, he didn't give a DAMN about reducing death's. In fact, he was openly selling dinosaur's to criminals and terrorists, even intending to sell the highly unstable Indoraptor despite Henry Wu warning him it's a prototype and very dangerous. To say nothing of trying to kill Owen and Claire, and likely planning to experiment on Maisie.

In fact, even Wu himself, despite his redemption, is arguably worse than Hoskins because he created not only the Indominus, but also the Indoraptor KNOWING Mills' plans of using it as a killing machine on innocent people. And then the locust's for Dodgson in Dominion, which lead to them almost starving the world (although he did fix this via using Maisie).

Hell, while I was unsure if their resources were the same, Dodgson needs no explanation for how he's even worse than Hoskins, with the use of the locusts and trying to kill the heroes (including Maisie, a child). And not to mention several of the villains in the tv show's for pretty heinous (Kash wanting to weaponize dinosaur's for domination and implicitly kill anyone who opposes him) who try to murder the Nublar Six (children) and Sonya Santos and the Atrociraptor Handler being outright murderer's on several people.
