Yep. This is the worst character in the Earthworm Jim series.

What's The Work?

The Earthworm Jim series is a satirical series about an earthworm named Earthworm Jim who evolved into a hero who can talk and shoot at foes after a cyber suit fell from outer space.

Who Is He?

Psy-Crow is one of the two main antagonists of the Earthworm Jim series (alongside Queen Slug-For-A-Butt), serving as the secondary antagonist of the original Earthworm Jim, the main antagonist of its sequel, Earthworm Jim 2, a minor antagonist in Earthworm Jim 3D (as a memory, so he doesn't count).

He was a mercenary that worked under Queen Slug-For-A-Butt in the first game. Under her orders, he blasted a renegade spaceship that stole a cyber suit, making that suit fall into Earth, hitting Jim and evolving him into the hero we all know and love. The first time Jim became a hero is when Psy-Crow talked to Queen Slug-For-A-Butt about getting Jim's suit so she could become prettier than her imprisoned twin sister, Princess What's-Her-Name. Jim decided to jump into action and meet the Princess.

In the second game, Psy-Crow kidnaps Princess-What's-Her-Name so he could marry her and gain power as the "Monarch of the Galaxy! Ruler of the Universe! Master of All! King of Burgers!" In the process of doing so, Psy-Crow does one particularly heinous action.

Heinous Standards?

They are very low for the series, with none of the villains passing the baseline. Even Evil Jim, who was said in the manual of Menace 2 the Galaxy to have wreaked havoc in the galaxy, is HEAVILY reliant on Fridge Horror, and considering the game has no cutscenes, I can't say Evil Jim even passes the baseline, let alone pass the heinous standards.

The only exception to this rule, however, is Psy-Crow. He is the most heinous character in the series because of the Puppy Love levels in Earthworm Jim 2. You see, if you don't save one of the puppies that are one of Peter Puppy's 600 relatives, they make a "squirt" sound with an animation that shows they are definitely dead. And the fact Psy-Crow does take sadistic pleasure in throwing them out the spaceport control tower into the ground means he definitely intended this. So yeah, baseline passing and an attempted murder of 600 is just evil.

No, he doesn't care for Queen Slug-For-A-Butt as far as I can tell. He seemed to be just a mercenary who didn't show any signs of care after she was defeated in the first game, immediately kidnapping Princess What's-Her-Name to marry her and gain power.

I don't think the series takes him seriously, even as a threat.

In the first game, he was a mercenary working for Queen Slug-For-A-Butt and only appears in the Andy Asteroids stages (and his boss fight if you fail the race). Also, Jim didn't take Psy-Crow that seriously there, he just wanted to meet the Princess without Psy-Crow and Queen Slug-For-A-Butt taking it from him.

The second game, actually takes him even less seriously as a threat. At least in the first game, you could argue that he was treated a bit seriously in that he and Slug-For-A-Butt were after Jim's suit, which is the main source of conflict preventing him from reaching the Princess. And this is the game where he does his heinous actions too! The Puppy Love levels don't even treat him that seriously either. Peter Puppy only gets mad after you miss FOUR puppies, and the music that plays in these 3 Puppy Love levels is based on Italian Folk music. A pretty casual theme when PSY-CROW IS KILLING PUPPIES. It does get faster as Psy-Crow throws puppies faster, but that's because it's common in games to speed up music as the enemy speeds up what they're doing. Also, the manual does make an udder joke about what would happen if Psy-Crow succeeded in his goal.

In general, while I can see arguments for Psy-Crow being Silly PE or NPE, I think the casual Italian Folk music playing in the background in the Puppy Love stages, Peter Puppy only getting mad at you every 4 puppies you fail to save, and the jokes made about what would happen if Psy-Crow succeeded in his goal in the second game all make me think he isn't serious enough to be Silly PE or NPE.
