Toneri Ōtsutsuki is a supporting antagonist of Naruto franchise. He is the main antagonist of The Last: Naruto the Movie and a supporting character in Boruto. The last Ōtsutsuki remaining after Hamura's branch on the Moon was wiped out due to infighting, Toneri misinterpreted Hamura's decree, tried to destroy the Earth by crashing the Moon and tried to force Hinata Hyuga into marriage.
He was voiced by Jun Fukuyama in Japanese version (who also voiced Lelouch vi Britannia in Code Geass) and by Robbie Daymond in English (who also voiced Goro Akechi in Persona 5).

What Makes Him Heinous?[]
- Deeming humanity to not use the Chakra for good purposes, Toneri decided to destroy the Earth by making the Moon crash on it, after which, he would plan to rebuild it in his own image.
- Toneri used puppets to secretly infiltrate Konoha, kidnapping Hanabi.
- Attacked Hinata and tried to kidnap her.
- Blinded Hanabi by taking her eyes to implant them in his own eye sockets to develop it into the Tenseigan.
- Manipulated Hinata into agreeing to marry him so as to return Hanabi, lying to her.
- After Naruto confronted him and Hinata, Toneri attacked him using his puppets.
- Convinced Hinata to leave Naruto in order to save Hanabi, leading to her supposedly coldly rejecting him, leading to Naruto falling into depression. But in truth, Hinata was secretly under direct orders from Hamura to stop Toneri's plan and accepting Toneri's proposal was a ruse.
- Toneri knew Hinata's heart still belongs to Naruto (which she still loves him), and after stopping Hinata from destroying the Tenseigan, not only he realized Hinata never really loved him, but he also thought Hamura's true decree from Hinata was a "lie".
- Destroyed the scarf Hinata was actually knitting for Naruto out of spite.
- Brainwashed Hinata into marrying him against her will, which lead Hinata to shed a tear of regret for "betraying" Naruto.
- Forced Hinata to attack Naruto.
- When Naruto and Hinata stopped the Moon, Toneri used the Tenseigan to resume its collision course.
- This would have resulted in countless deaths as well as the deaths of Raikage and his contingent hadn't Sasuke come to save them.
- Accepting that Hinata won't marry him, Toneri tried to kill both Naruto and Hinata to stop them foiling his plans.
What Makes Him Inconsistent?[]
- He is genuinely tragic due to desiring friendship while he only had puppets for company.
- He was very naive of understanding what love really was since he grew up in isolation without human contact.
- Was only acting as per what he believed to be Hamura's wishes, believing he wanted to destroy the Earth if Ninjas used their chakra to wage war.
- After learning Hamura's true decree, Toneri abandoned his goals of destroying Earth, stopped having a romantic obsession for Hinata and redeemed himself, refused Naruto and Hinata's offer to come to Earth and decided to stay on the Moon as atonement for his crimes.
- Later, after sensing Momoshiki's arrival, Toneri appeared to Boruto in his dreams and made him aware of the Jogan, knowing it would help him save his world and going against his clan's laws.
- He is a scapegoat due to Urashiki trapping him in a time freeze for ten thousand years.
