Tom, also known as The Cat, is the tritagonist of Metro Exodus: Sam's Story.
He is a weapons dealer from Seattle, Washington who leads a mercenary organisation stationed within the ruins of Vladivostok. He serves as the de facto leader of Vladivostok, prior to the events of the DLC, after a heated disagreement between him and the U.S.S. Mayflower's captain Eduard Baranov regarding the submarine's weapons.
He is voiced by Ben Lepley.

What Makes Him Heinous?[]
- Usurped the Captain/Eduard Baranov's position as the leader of Vladivostok ruins after a disagreement regarding the U.S.S. Mayflower's weapons, thereby making him the leader of Vladivostok.
- Intends to restart civilisation, albeit drastically, through nuclear war by intimidating human survivors with the submarine's weapons, in order to put them into cooperation of doing so, regardless of the possibly massive casualties and damages it can cause. Even the Captain is extremely in aghast of Tom's plans, citing that the "sub (U.S.S. Mayflower) is a terrible weapon" used to protect Russia, rather than using it for violent, forceful means.
- In both endings, Tom turns on Sam after the former kills Klim and his own bandits in a brutal standoff, with the Captain's Ending being more predominant as he was intent on using the U.S.S. Mayflower's weapons to achieve his main goal of restarting civilisation through rather drastic means. This led to Sam forcibly detonating the submarine under Baranov's orders, thus stopping Tom's goal permanently, at the cost of Sam losing his way home back to the United States.
- In the Tom's Ending, it is heavily implied that Tom executed Baranov inside the submarine for his attempt to renege on his deal.
What Makes Him Inconsistent?[]
- Tom has moments of affability and respect to Sam throughout the DLC, going so far in bringing him back to the United States in Tom's Ending, despite initially betraying him. It is despite the possibility of Tom achieving his goal to restart civilisation by starting a nuclear war.
- Tom is also shown to be genuinely distrustful towards his right-hand man Klim, due to the latter's brutality and renegade personality, as such the case when Klim turned on him near the end of the DLC, severely angering him.
- Due to Sam's Story, unlike the main game and The Two Colonels, not having a certain canon ending within both of its endings, Tom's canon fate is considered to be ambiguous.
