Shirley, or The Villain Whose Name Isn't Shirley as he is occasionally referred to, is the final antagonist of the Jimmy Timmy Power Hour crossover miniseries, serving as the main antagonist of Jimmy Timmy Power Hour 3: The Jerkinators.
He is an android created by both of Jimmy and Timmy who seeks to merge their universes and create his own. However, he redeems himself at the end of the movie and opens a pizzeria. He is extremely stupid and comical.
He was voiced by Jeff Garlin.

What Makes Him Heinous?[]
- He tried to kill Jimmy and Timmy multiple times throughout the special.
- He traps Jimmy and Timmy in a bubble and steal Jimmy's smarts and Cosmo and Wanda's magic.
- He kidnapped the people of Retroville and Dimmsdale and been using Cosmo and Wanda's magic to take stuff from their worlds to his and uses vacuums to try and destroy both universes.
- He captures Jimmy and Timmy and sticks them into a fudge like magnets.
- He abused the citizens of both worlds such as using Jimmy's dad to clean his feet or using them to play dominos. This caused the citizens to be wrathful towards him and tries attacking him after his defeat.
- He tries to kill Jimmy, Timmy and their friends with a tornado he made with Cosmo and Wanda's magic after learning that they trick him.
- While planet-scale murder is a common crime in the show, he stands out as the most destructive villain for attempting to wipe out two universes.
What Makes Him Inconsistent?[]
- While he’s exceptionally vile by the standards of both Jimmy Neutron and The Fairly OddParents, Shirley is not exempt from having many comedic moments, such as a running gag over his disdain for the name Shirley and turning evil simply because Jimmy and Timmy tricked him into meeting them at the mall, leaving him stranded.
- At the end of the special, he forgives Timmy and Jimmy for abandoning him, which leads to his redemption and the start of his new venture, the Original Shirley Evil Pizzeria.
- He is affable to practically everyone he meets, only acting villainous towards those who wrong him.

- He is one of the four Jimmy Neutron characters to be Inconsistently Heinous, along with The Nanobots, Hugh Neutron and Professor Calamitous.
