Senator Steven Armstrong is the main antagonist of Metal Gear Rising: Revengeance. The backer of the terrorist organisation Desperado, he uses them for his own ends; to use war as a business to get elected so that he can end the business of war and create a world where people fight for causes they believe in.

His Evil Ranking[]

What Makes Him Heinous?[]

  • Wanted to ignite a second War on Terror by assassinating the US President in Pakistan, which would've probably killed thousands more than he is already responsible for.
  • As the backer of Desperado, he is by proxy responsible for everything they do, including Sundowner. This includes:
    • Murdering Prime Minister N'Mani.
    • Kidnapping orphan children and surgically removing their brains so they can host cyborg bodies and kill everyone they see.
    • Selling the organs of said children.
    • Descending Africa into war by attacking them with a Metal Gear RAY.
  • Fights and recruits Jetstream Sam into Desperado.
  • His desire to make a world where people fight for their own wars and causes would lead to a Darwinist society where the strong rule.
  • Attempts to kill Raiden to prevent him from exposing the truth before his defeat.
  • Kicks Wolf brutally when he helps Raiden by throwing him Sam's swords
  • Posthumously manages to convert Raiden to his way of thinking, making him a Corrupting Influence.
  • While he does have a humorous side, it doesn't take away from the seriousness of his depiction or actions.

What Makes Him Inconsistent?[]

  • He is too much of an extremist to qualify as Near Pure Evil as he genuinely believes that by starting another War on Terror, he will be able to create a better America where only the strongest will survive and be free to fight for what they believe in. Even as he dies, he still attempts to convince Raiden of his ideology, showing how genuine he is in his beliefs. This also makes him an Anti-Villain as even Raiden acknowledges that he has a point.
  • He's genuinely affable to and greatly respects Raiden, trying multiple times to sway him to his side and acknowledging him as truly strong. While dying, he even congratulates him on besting him and tells him to live as he sees fit.
  • He is shown to have standards as he is disgusted by the Patriots' actions and hates war as a business.
  • His death is somewhat played for sympathy.
