Scott Shelby, better known as the Origami Killer, is the main antagonist of the interactive 2010 mystery-drama action-adventure video game Heavy Rain. He was one of the four protagonists and playable characters, only to be revealed as the killer at the end of the story.
He was voiced by Sam Douglas.

What Makes Him Heinous?[]
- Before the events of the game, he kidnapped and killed 8 children by drowning them in rain water.
- His killings were responsible for destroying many of the families of his victims and causing collateral pain and suffering, such as Susan Bowles attempting to commit suicide after her son Jeremy’s death and her husband leaving to participate in the trials.
- After he kidnapped the children, he would try to make their parents go through several trials in the hopes of seeing their children again, in which the trials were:
- In the first trial, the Bear Trial, they had to pick a car from a garage and use it against traffic on a highway for five miles in five minutes.
- In the second trial, the Butterfly Trial, they had to crawl through a claustrophobic tunnel filled with broken glass and then traverse through a series of live electrical capacitors.
- In the third trial, the Lizard Trial, they had to cut off one of their fingers in front of a camera in less than five minutes.
- In the fourth trial, the Shark Trial, they had to kill someone with a gun Shelby gave them.
- In the fifth and final trial, the Rat Trial, they had to drink poison in the hopes of seeing their children again in their last moments (although the poison was revealed to be fake).
- It's shown that at least one of the children's parents died during the trials.
- After Ethan had a blackout, Shelby kidnapped his son Shaun and made him do the trials if he wished to see Shaun again.
- He killed his friend Manfred with a typewriter so Lauren wouldn't know he was the Origami Killer.
- He killed his ally, Paco Mendez. Either due to Paco giving Madison Paige information about him, or (if Madison died prior) to tie up loose ends.
- He attacked the Kramer Mansion and killed 18 of Kramer's bodyguards just so he could get to the latter.
- He nearly choked Kramer to death and can, up to the player’s decision, leave him to die by allowing him to have a heart attack.
- He burned the evidence that he got from the children's parents and Lauren so he could get away with his crimes.
- If Madison is alive by the end of the game, after she tries to convince him into saving Shaun, he refused and tried to kill Madison by blowing up his house.
- If Jaiden is alive by the end of the game, after Ethan is able to get to Shaun and tries to save him, Shelby tries to kill him by shooting Ethan in the back before he could save Shaun, although he's stopped by Jaiden.
- In this ending, he will try to convince Jaiden to save him, only for him to try to kill him if he does save Shelby.
What Makes Him Inconsistent?[]
- He suffers from a genuine tragedy, as he lost his brother when he was 10 because his father refused to save him, even saying that John's death would mean one less mouth for him to feed, this is the reason why he became a serial killer, so he could find a parent able to do what his father didn't, that being risking his life to save their child.
- He still loves his brother John, he is seen crying while seeing a photo of him and John when he was young before burning it, and the password of his computer is Max due to the fact that John always wanted his origami dogs to be called Max.
- It's made clear that he regrets his actions as he fills his victims' faces with mud so they wouldn't be recognized and gives them an origami figure to apologize for the murder and that he had no personal grudge against them.
- While saying that their love is one-sided would be an understatement, Shelby truly cares for Lauren, he allowed her in his fake investigation to get the evidence he left behind and even (or at least tried to) saved her when they were about to drown instead of trying to save his skin, and when Lauren finds out that he's the Origami Killer in one ending and that he killed her son, when she is about to shoot him, Shelby doesn't react and allows her to kill him, proving he respects her.
- He seems to have some form of care for his mother, as seen when Shelby visits her hospital, he is seen smiling when he sees her again.
- He can have a more affable side dependent on the player's choices, such as saving Kramer from dying from a heart attack, saving one of his victims' mother from committing suicide, taking care of her infant daughter Emily for a bit, and even giving her advice that she should give Emily to her grandmother so she can at least be fine if she tries to kill herself again.
- If Jaiden doesn't appear in the final mission and Ethan finishes the trials, Shelby can have a sympathetic death, as after seeing Ethan succeed in saving Shaun, Shelby asks Ethan to shoot him. If he does, Shelby will smile in his final moments while looking up to the sky before dying.

- Shelby is the only Heavy Rain villain to be Inconsistently Heinous.
- He's also the only Inconsistently Heinous villain to come from a Quantic Dreams game.
