Romeo is one of the two main antagonists (alongside Evil Blowing Ball Leader) of the second crossover fanon of PJ Masks and The Epic Tales of Captain Underpants, When Heroes Collide.

What Makes Him Heinous?[]
- He robs the city museum.
- After he accidentally fused with Melvin, he tried to kill Catboy, Owlette, Gekko, George, Harold and Erica using his laser, only failing to do by shooting some dummies of them instead.
- Caused havoc throughout the city.
- Tried to blow up the universe to recreate it in his own image, using a bomb he created with Melvin's inventions. He would have succeeded with this had it not been for Melvin stopping the bomb at the last second.
- While Joey did worse by trying to destroy two universes, he is more powerful as he has the ability to adopted to anything.
- While the heinous standard within PJ Masks and The Epic Tales of Captain Underpants combined is extremely high, as it has mass enslavers, mass brainwashers, and numerous characters that have attempted (or even succeeded) to kill billions of innocent lives, Romeo still stands out for his explicit attempted universal omnicide.
What Makes Him Inconsistent?[]
- He has too many comedic moments that detract from his seriousness such as having amusement park music be played when he's spinning George and Harold’s friends around, and lines such as “why are you hitting yourself?”
- Despite mistreating Robot and Robette, he genuinely cares for them.

- He is one of the three Captain Underpants and PJ Masks Fanon villains to be Inconsistently Heinous, along with Joey.
- While this version of Romeo qualifies as Inconsistently Heinous, his canon version from PJ Masks can’t count since his crimes might sound heinous to some extent, but they ultimately rely on Fridge Horror due to the show being aimed at very little kids, and the rest of his villainy is standard.
