Penelope is the main antagonist of the Family Guy episode "Mr. and Mrs. Stewie." She is a cute but evil young girl whom Stewie Griffin falls in love with due to their similar goals of world domination.
She was voiced by Cate Blanchett.

What Makes Her Heinous?[]
- She killed her own mother by cutting her head off.
- She built her own weapon room to use the weapons “only when fear, spite, jealousy, and revenge demand.”
- She said that she was planning on using one of her weapons to kill one of the women from Sex And The City, only for time to be doing that for her.
- She killed the kid who pushed Stewie on the playground by giving him candy with super glue on it, which made him suffocate to death.
- She went along with Stewie when he planted a bomb inside Mort’s wallet and one inside him to go off every time he burps, which ended up severely injuring him.
- She and Stewie went on a massive crime spree, destroying famous monuments such as The Great Wall of China, The Golden Gate Bridge The Eiffel Tower, and The White House, destroying a plane, causing a nuclear war between Pakistan and India, and causing a tidal wave in Copenhagen.
- She planned to burn her daycare teacher alive in her bed while her children watched just because she thought she was ugly.
- She tried to convince Stewie to kill Brian because he said she was a bad influence on him.
- When Stewie failed to kill Brian, she tried to kill him herself by sending a bomb disguised as a package to Stewie’s house.
- She killed the package delivery guy by shooting a bunch of darts at him, despite him being completely innocent.
- She tried to kill Brian by shooting him with a laser gun.
- She tried to kill Stewie with the laser gun despite being in love with him, with the two fighting for a little while on top of a moving truck before she took off and left Stewie hanging from a grappling hook.
- Unlike Stewie who has a goal of world domination, she has no rhyme or reason for the things she does other than to, with Brian saying that “she creates chaos for the sake of chaos.”
- She is never punished for her atrocities, making her a Karma Houdini.
What Makes Her Inconsistent?[]
- Just like most of the characters from Family Guy, she is played mostly for laughs and black comedy.
- She does genuinely love Stewie as after she agrees to not hurt Brian in the end, she kisses him and stops fighting.
Trivia[]
- Penelope and Bertram are the only Inconsistently Heinous characters of the show to be minors. From all of them, however, Penelope is the only one to be female and to appear in just one episode.
- It's rumored by some fans that Penelope could have been the Car Driver who ran Brian Griffin over in "Life of Brian," with her being one of the likely suspects due to possibly desiring to get back at Stewie by killing his dog, like she tried to do in her episode. If this were confirmed, it would make Penelope even more heinous.
