Bowser, often referred to as Paper Bowser to differentiate him from his normal counterpart, is the main antagonist of the Paper Mario series and the arch-nemesis of Paper Mario. Paper Bowser, as shown in Mario & Luigi: Paper Jam, is a separate entity to the normal version of Bowser, but acts similar and has similar abilities and goals regardless.

What Makes Him Heinous?[]
- Much like his normal counterpart, he kidnapped Peach and attempted to kill Mario on many occasions.
- In Paper Mario, he attempted to conquer the Mushroom Kingdom using the Star Rod.
- While doing so, he trapped the seven Star Spirits in cards and had his minions guard them to prevent Mario from stopping him, even managing to defeat Mario during his first encounter because he had the advantage of having the Star Rod.
- Through the game, he becomes very harsh to his minions, always berating them when he sees Peach out of her room.
- In Paper Mario: The Thousand Year Door, he attempted to steal the Crystal Stars.
- In Paper Mario: Sticker Star, he stole the Royal Stickers.
- In Paper Mario: Color Splash, he trespassed into the Prism Fountain and mixed the paint which turned it black, which then led to it possessing him and wreaking havoc across the Prism Island.
- In Mario & Luigi: Paper Jam:
- He helped his normal counterpart complete his plans of kidnapping not only Paper Peach, but normal Peach, and helped him try to forcibly take over the Mushroom Kingdom.
- He, alongside his normal counterpart, enslaved hundreds of Toads.
- When his son got defeated by the heroes, he unleashed a violent attack on Peach's castle.
- When confronted by the heroes, alongside his normal counterpart, he mentioned how they will stuff them into the book which contains the entire Paper Mario universe and burn it just to defeat them.
- What makes this act worse is that while the original Bowser is trying to destroy a universe he didn't know existed until recently, Paper Bowser is trying to destroy his own universe.
- He and the original Bowser both planned on betraying each other after they defeat the heroes. They also hint at the fact that they intend to trap the other inside the book with the two Mario's and Luigi.
What Makes Him Inconsistent?[]
- He is played for laughs every so often, such as in Paper Mario: The Thousand Year Door, where his role is pretty much entirely comic relief.
- He is On & Off, as he has had heroic roles in Super Paper Mario and Paper Mario: The Origami King, saving the multiverse from Count Bleck and Dimentio in the former and helping defeat King Olly in the latter.
- There are people who he cares for and/or respects.
- He is genuinely in love with Paper Peach, as that's his reason for kidnapping her, it makes him happy to see her happy, and he even willingly married her in Super Paper Mario.
- He respects Paper Mario as an enemy and is capable of being affable with him, most notably when they work together to stop a bigger threat. It's also implied in Color Splash that the two participate in kart races together when he isn't antagonizing him.
- He is very protective of his son, Paper Bowser Jr., as he got enraged and launched an attack on Peach's Castle as revenge for his defeat, and tried his best to comfort him soon afterwards.
- While harsh, he cares for his minions just like his main counterpart, appreciating their loyalty admiration of him, and horrified when he was forced to watch his minions get turned into Olly’s Folded Soldiers.
- He has genuine standards, as he was disgusted by Dimentio's plan to erase all dimensions, thought that Count Bleck destroying Sammer Guy's Kingdom was overkill, and called Olly's objective to turn all Toads into blank paper mad, outright saying even he wouldn't do such a thing.
- He has his moments of genuine affability, such as being reassuring to Olivia when she was conflicted about fighting her older brother.
- He was a scapegoat in Color Splash, as he was possessed by the black paint into wrecking havoc on Prism Island when he had no intention of doing anything bad to begin with.

- Alongside the original Bowser, he is one of the two versions of Bowser from the games to be Inconsistently Heinous.
