Charles Montgomery Plantagenet Schicklgruber Burns, or better known as Mr. Burns, is the main antagonist of "Dry Hard", the first segment of The Simpsons Halloween special "Treehouse of Horror XXVII".
He is the richest man of Springfield, whom he rules with an iron fist after a drought drains the city from water. Keeping the remaining water in his own dam, Burns organizes a brutal competition for which each Springfield neighborhood will send a respective kid and all the contestants will fight to the death so they can spend one day at his dam.
Like his original version, he was voiced by Harry Shearer.

What Makes Him Heinous?[]
- He took over Springfield after a severe drought and kept all the remaining water for himself in his own reservoir, leading the rest of Springfield to suffer from thirst and even to become cyborgs or mutants through unknown reasons.
- He taunted the citizens of Springfield by wasting the water he possesses, with him smashing bottles of water and pouring himself with water while doing the Flashdance pose.
- He organized a barbaric competition which involves each twelves neighborhoods of the city sending a kid to represent them in a battle to the death from which only one kid will emerge victorious, earning a day of aquatic fun at his reservoir. The competition, despite being cut short by some rebels after being inspired by Lisa Simpson, ultimately claims the lives of several kids, such as:
- Ralph Wiggum, who thanks to his stupidity, accidentally died with an explosion by stepping off his pedestal before Seymour Skinner instructed the contestants to do so, devastating his parents, though Ralph apparently became a god after his death.
- Two kids named Peeta (like the animal rights organization), who were accidentally killed by an arriving Homish, believing that they were about to kill Lisa.
- Gerald Samson, a baby no less, who was knocked backwards to his death after shooting a rifle while trying to kill Homer.
- Wendell Borton, who was fatally stabbed by Nelson Muntz with a sword.
- Nelson Muntz, who was fatally shot with an arrow by Milhouse Van Houten despite the children having been already set free by Barney Gumble after Lisa inspired the Springfielders to strike back against Burns' abusive regime, likely to get back for all the bullying Nelson subjected him in the past.
- Despite rain coming back to Springfield and Burns being killed presumably by the rebels (perhaps when they detonated his dam), the water ended up freezing due to the weather and by the end of the segment, it is shown that Lisa and Marge are the sole survivors of Springfield, making Burns indirectly responsible for the devastation of the town.
- While he does promise that the child who wins the competition will spend a day at his reservoir, with nothing saying he's lying, it's only so people will want to be in the competition rather than honour.
What Makes Him Inconsistent?[]
- He is too comedic for PE or NPE, as he exaggeratedly dances while splashing himself with water while doing the Flashdance pose to taunt the Springfielders and his competition is a Hunger Games parody.
Trivia[]
- In typical "Treehouse of Horror" fashion of parodying pop culture, the "Dry Hard" segment parodies Suzanne Collins' The Hunger Games novel trilogy and its film adaptations as well as George Miller's Mad Max film series, with Mr. Burns filling a similar role to that of President Coriolanus Snow and Immortan Joe, who are Near Pure Evil and Pure Evil respectively.
