Melvin Sneedly is the secondary antagonist of Captain Underpants: The First Epic Movie, the 2017 film adaptation to Dav Pilkey's Captain Underpants book series.
He is perhaps the smartest student currently attending Jerome Horwitz Elementary School, but is also the school's biggest tattletale/sellout and is greatly disliked by lots of the students for this reason. He is also George and Harold's rival.
He was voiced by Jordan Peele.

What Makes Him Heinous?[]
- While he helped Mr. Krupp get George and Harold in trouble for their mischievous actions so Mr. Krupp could put them in separate class, he only did it to get extra credit rather than standards against George and Harold's mischief.
- While he is shown to get along with Mr. Krupp, he only does it for extra credit and his partnership with Mr. Krupp was pragmatic, as well as a mutual hatred of George and Harold's antics.
- He decided to help Professor Poopypants brainwash the entire school, and was complicit in doing so to pretty much the entire universe and eliminate laughter everywhere all just for extra credit, outright taking joy at the mindless state it left the children in.
- To make it worse, Melvin was essential to Professor Poopypants' plan, as since Melvin lacked a Hahaguffawchuckleamalus and thus the ability to laugh, Professor Poopypants was able to use Melvin's brain power to painfully brainwash the students of Jerome Horwitz Elementary School into mindless zombies.
- While going to the school in the Turbo Toilet 2000 with Poopypants, they knock over a lamp post, send a house flying into the air, presumably killing the people who lived there and causing the car to spin out of control which endanger the driver.
- He ratted out George and Harold when they tried to reason with him, leading to them briefly being brainwashed.
- While it's shown that after the Turbo Toilet 2000's explosion he smiled slightly before being hit by the toilet paper, nothing stated he ever changed his ways, simply becoming content that he survived from getting killed in the explosion.
- Since the kids rolled him off, the cops arrived after the mayhem was over and were scared off by the bird, and George and Harold never told any adults what happened, not to mention the likely lack of evidence, it's likely Melvin got away with his crimes.
- He is overall a very selfish and arrogant boy whose only motivation is extra credit, even if it means throwing his classmates under the bus or brainwashing them.
- Unlike most incarnations of Melvin Sneedly who are On & Off and have redeeming and heroic traits, this version of Melvin Sneedly is completely evil and irredeemable with no redeeming qualities and only cares for himself and getting extra credit.
What Makes Him Inconsistent?[]
- Despite being completely evil and having no redeeming qualitys, he is far too comedic for NPE let alone PE, with his character being one big joke about him being unable to laugh.

- He is the only incarnation of Melvin to not count as Inconsistently Admirable, but rather Inconsistently Heinous.
