General Kuvira is a major character in the Avatar: The Last Airbender franchise.
She serves as a major character of The Legend of Korra, serving as a minor character in Book III: Change before becoming the main antagonist of Book IV: Balance. She then redeems herself and becomes the deuteragonist of the graphic novel, Ruins of the Empire.
She was originally the adoptive daughter of Suyin Beifong that served as the captain of the Iron Guard. Upon the Earth Kingdom being plunged into chaos by Zaheer upon assassinating Earth Queen Hou-Ting, Kuvira felt Suyin was being selfish on not taking the initiative to stabilize the continent, so she betrayed her and amassed a group of followers to provide security to the Kingdom for 3 years using brutal methods, during which she becomes a tyrant over the Earth Kingdom upon overthrowing the previous monarch dynasty and renaming the continent as the Earth Empire. She served as the fourth and final arch-enemy of Avatar Korra, as well as her foil.
She was voiced by Zelda Williams.

What Makes Her Heinous?[]
- Even when she was young, she already displayed bratty and troublesome behavior that caused her to be abandoned and sent to be adopted by Suyin. Even after her adoption, she crushed Opal's doll house out of spite for not letting her play with it.
- She has a massive scale of slavery, having tossed all dissidents and people of foreign origins to concentration camps for insufficient loyalty.
- The act of tossing people to concentration camps is a uniquely vile act that hasn't been really done before, and if it was, not to the extent Kuvira did it.
- Threatens to leave a group of bandits to die tied to the train tracks to have them pledge loyalty towards her.
- Baits the Airbenders to break her truce to go on and conquer Zaofu.
- She threatens to send Bolin to a reeducation camp when he begins to doubt her when she threatens to take Zaofu by force and after Opal tells him of the concentration camps, which she later follows through on when he tries to desert her military. She also lies to Opal that Bolin ultimately chose her side, nearly destroying their relationship even when she later learns he actually defected.
- She then has nearly her entire adoptive family detained for not swearing loyalty for her, and has Bolin and Varrick sent there for questioning her and trying to desert the Earth Empire.
- She invades Republic City and uses a spiritual weapon to lay waste to Republic City in order to conquer the United Republic of Nations. The threat of her actions are so big that it forces nearly the entire population of the city to evacuate, and when she arrives to initiate her attack, she has even sent men to find and capture all the evacuees who were still present. Using the Colossus, she personally kills Hiroshi Sato, who gave up his life to save his daughter Asami.
- Had it not been for Kuvira's surrender, her actions would've provoked a destructive global conflict that would rival, maybe even surpass the Hundred Year War in terms of the damage it would do to the world.
- When her fiancée and right-hand, Bataar Jr. was held hostage to force Kuvira to surrender, despite some reluctance, she straight up shoots a laser at Varrick and Zhu Li's factory on the warbots to destroy them, willing to sacrifice the person she loves to destroy her enemies. This forces Bataar Jr. to divorce her, noting, when she attempted to reconcile, if their roles were reversed, he wouldn't have sacrificed her as collateral.
- After the Colossus collapsed, she threw a rock at Korra's face before she runs away to the Spirit Wilds and found the spirit energy cannon in order to use it against Korra, which almost killed them both and led to a new portal to the Spirit World being created in the middle of Republic City.
- Despite she has mellowed herself and no longer hostile towards others, she almost choked Commander Guan to death in order to threaten him to surrender.
What Makes Her Inconsistent?[]
- She's a tragic villain. Her ruthless nature stems from being given up by her parents for adoption like she meant nothing to them, and her adoptive family didn't exactly consider her family either. Her abandonment issues were what lead her to take ruthless measure in order to provide stability to the Earth Kingdom and help them in a time it desperately needed so everyone wouldn't feel what she felt her entire childhood.
- Displayed standards against using technology to go on and brainwashing people to serve her, as well as the methods of the Dai Li.
- Displays honor, holding back her power to make her fight with Korra fair and even allowing her to use the Avatar State.
- Is a genuine well intentioned anti-villain who, despite her ruthless actions, was motivated out of a genuine desire to provide stability and security towards the Earth Kingdom when it was plunged into chaos by Zaheer's assassination of the Earth Queen Hou-Ting, and unite everyone.
- Despite her Moral Event Horizon crossing, she still genuinely loved Bataar Jr. and was reluctant to sacrifice him for her goals. In the sequel series, she even attempted to reconcile with him.
- She eventually redeems herself by calling off her troops and surrendering, and then helping Korra defeat Guan.
