Kuon Ichinose is the overarching antagonist of Persona 5 Strikers. She is a genius that is seemingly born without the ability to feel emotions. She is also the creator of the app known as EMMA, as well as the creator of Sophia.
She is voiced by Yoko Hikasa in Japanese, and by Kira Buckland in English.

What Makes Her Heinous?[]
- She created EMMA, an app that tried to enslave humanity and manipulated many humans and indirectly caused the death of many people. This also kickstarted the events of the game.
- She gave EMMA to Akira Konoe for his team to further develop, knowing full well that he would use it for his own gain.
- Initially showed no remorse for both Konoe and EMMA's actions despite knowing full well they happened.
- She brainwashed Sophia into betraying and fighting the Phantom Thieves.
- She assisted EMMA in her plans to enslave humanity.
- Tried to wipe out the Phantom Thieves of Hearts.
What Makes Her Inconsistent?[]
- She is genuinely tragic as she was abandoned by her peers due to seemingly not being able to feel emotions, being noted as a "lifeless doll" and not even human.
- She is an extremist and anti-villain, genuinely believing her actions are benefitting humanity.
- She redeemed herself and allied with the Phantom Thieves in order to stop EMMA, and tries to turn herself in to the police during the epilogue of the game.

- She's one of three villains from Persona 5 Strikers to be Inconsistently Heinous, with the others being Akira Konoe and EMMA.
