Kitano is the main antagonist in the 2000 Japanese tragedy dystopian thriller film, Battle Royale. He is the mastermind behind the Battle Royale program where a group of teenagers have to kill each other with only one surviving.
He was portrayed by Takeshi Kitano.

- It's made clear that Kitano cared for his daughter Shiori, due to him wanting to see her and his wife again until she told him not to. However, in his last moments, he tells her that she didn't liked the way she talked and destroyed his phone to not talk to her anymore, so it's unknown if he subverted it.
What Makes Him Heinous?[]
- He is the mastermind behind the Battle Royale program, where 42 students are forced into killing each other, with it being made clear there were two other games before the one that occurs in the film.
- Because he's the one to oversee the games, he's indirectly responsible for the death of Keiko Onuki, Shogo Kawada's girlfriend.
- He had the teacher of Class 9-B killed and then showed his body to the class to show them that no one would come to save them from the program.
- He slaps Yoshitoki in the head when the students were kidnapped out of revenge for doing stabbing him in the back when he was a teacher the seventh grade, although he did deserve it.
- He killed Fumiyo Fujiyoshi when she whispered during a video presentation by trowing a knife at her head.
- He stabbed Yoshitoki in the back and then killed him by exploding him in front of Nanahara.
- His actions resulted in the deaths of all the students of Class 9-B, with the exceptions of Shuya and Noriko, as well as Shogo since he died because of the wounds he got from his battle between him and Kazuo.
- He is responsible for why Nanahara created the Wild Seven in the sequel since he wished to end the games and the world's oppression.
- While he has some comedic moments, none of them distract from his heinousness and he's still taken seriously by the characters and in-universe.
What Makes Him Inconsistent?[]
- He's tragic, he had a wife and child who he got seperated from because of his work, with it being clear that Kitano wanted to see them again if he could. He also was a good teacher once before he was nearly killed by Yoshitoki and stabbed in the back.
- He cares for Noriko, he treats her like the only good person in class 9-B, and he had a far closer relationship with her than all the other students during the seventh grade, and during the games, Kitano helped her and even gave her an umbrella when it was raining.
- He's affable towards his students and other people at times, such as Kawada and the woman who was informing the students about the games, while sometimes the affability is twisted, it's still there regardless.
- He loves his wife, since he wanted to go to his home to see her again because she was sick, and only didn't because of the games and his daughter telling him to leave them alone.
- He feels remorse for his actions, as by the time of the end of the game is pretty much made clear that he didn't enjoy them at all and wanted it to stop as fast as possible, not caring if there were other people who survived.
- His death is played for sympathy, as after he's shot by Nanahara because the latter belived he was going to kill Nakagawa, they would understand that it was not true and both feel sad and sorry about it before he goes to talk to his daughter and then eating the last candy of the bag he stole from a student, telling them that the candy were good before dying in a peaceful manner.

- He is one of the two characters in Battle Royale to be Inconsistently Heinous, alongside the manga version of Mitsuko Souma. He is also the only Inconsistently Heinous to be from the film duology.
