Apart from villains who are considered Pure Evil and Near Pure Evil, the other category that isn't listed as Inconsistently Heinous are the following.
Standard Evil: Villains who are standard evil can never qualify because most of their villainy is fairly generic, or even if they are above the general standards, fail to meet the in-story standards.
Conflicting Evil: Villains whose actions are questionably debatable if they are doing it right or wrong.

- Adrian Țofei: His worst act is nothing but a graphic torture, which it wasn't heinous enough to pass in a found-footage horror film.
- Akaza: Though he did kill one Pure Good hero, he doesn't really do too much to surpass the high standard of Demon Slayer: Kimetsu no Yaiba.
- Akira Nishikiyama: Failed the heinous standard of Yakuza series and is surpassed by other villains.
- Al-G Rythm: None of his actions are remotely heinous enough and is just a "kill the heroes" villain. His deletions isn't given enough gravity as the characters would be brought back to life anyway, as they can't die. His other action of trapping everyone in the serververse also relies on fridge horror, and is not even taken seriously by the other characters.
- Albus Dumbledore (Dumbledore Asked Calmly): Only tortured and murdered one person.
- Alien Space Pirate Captain: Sending three people into space is really too vague to count as a "Fate Worse Than Death".
- Andrew Tate (Peppa Pig Parodies): Most of his actions are bog-standard and his worst actions relied on Fridge Horror.
- Angela Moss: Despite being inconsistent enough, she wasn't heinous enough despite crossing it by nearly driving the protagonist to commit suicide.
- Anna Nishikinomiya: One attempted rape and several death threats aren't enough to pass the baseline standards.
- Anti-Mabel: Her worst crime, kill other Mables, is offscreen, and her on-screen actions are too standard.
- Ao Oni: Just a generic kill-the-hero villain and fails the horror baseline standards.
- Apple Saw: Failed the heinous standard of Top 4.2 Video Game Theories.
- Argent Gray: Their actions were under Black's orders, and even with less resources, they fail the Heinous Standards of VS Impostor to it.
- Arthur Edwards: Most of his actions are under the Providence Partners' orders and fails the Heinous Standards of Hitman video game franchise too much.
- Aubrey (Omori): She's just a generic bully.
- Baraka (Mortal Kombat): Mass murder is bog-standard in Mortal Kombat.
- Baron Zemo (MCU): While he does have an impact on the Avengers, it's too little for his resource tier of being very wealthy.
- Barry the Chopper: Unlike his 2003 anime counterpart, he doesn't stand out due to his offscreen villainy.
- Batman (Frank Miller): While his crime of abusing Dick is unique, he fails the heinous standards to Joker and the Mutant Leader, who both have higher kill counts, with the former poisoning Gotham’s water supply and having people mutilate themselves and the latter trying to destroy Gotham as well and being a serial child killer.
- Beatrice Horseman: She's a standard abuser who fails the Heinous Standards to Butterscotch and BoJack himself (while both of them are also standard).
- Bebop and Rocksteady (Mutant Mayhem): Just generic minions whose actions are only under Superfly's orders.
- Ben Chang: While him almost burning down the school seems heinous enough, he doesn't believed that it would kill everyone, preventing him from passing the baseline.
- Big Jack Horner (Jack Horner Goes to Therapy): Any murder he has committed is offscreen and could be as low as one. Additionally, he relies on Fridge Horror since the puppies he eats are not confirmed to be sapient.
- Biggie Bear: His confirmed crimes (one rape and one murder) are fairly standard acts of villainy.
- Bill Donohue (South Park): His worst crime of attempted enforced cannibalism is done all the time in South Park.
- Billy Chapman: Doesn't stand out compare to his brother Ricky and fails the slasher baseline with only 8 body count.
- Biolizard: Attempted planet destruction is too commonplace within Sonic to count.
- Blitzo (Helluva Idiots Return Of Destruction): Killing the viewer relies on Fridge Horror.
- Bloodsport (DC Extended Universe): His murders were off-screen and he's just a bog-standard kill the hero villain.
- Boba Fett: Compared to the lesser known bounty hunters in the Star Wars franchise, he isn't normally as heinous as them.
- Bohdi: Only has a few murders and robbery, which is extremely generic for an action film. His other actions lack explicit details.
- BoJack Horseman: Most of his actions and crimes are pretty standard.
- Bomber Bill (The Super Mario Bros. Movie): Its actions were done under Bowser’s orders, and it's actions outside of that are “kill-the-hero” villainy.
- Bowser Junior (SuperMarioLogan): He was too dumb to understand that spawning the Big Bang would result in omnicide, and without that, he massively fails to other higher-scale genocidal villains and Cody Nutkiss. Resources doesn't help his case as he has on several occasions gained access to powerful and supernatural equipment, and he has tons of appearances within the show.
- Brooklyn T. Guy: Fails the heinous standard of SuperMarioLogan compared to Bowser Junior, Cody and Vladimir Smirnov, some of whom also fail the standard.
- Bugs Bunny: Fails to Daffy Duck who killed dozens by sinking a ship.
- Carlis (Caillou Gets Grounded The Movie 2): Fails the Heinous Standards to the demon who's basically responsible for his actions in the first place.
- Capital B (Yooka-Laylee): Trying to take over the world doesn't make him pass the baseline.
- Captain Grime: It turns out that he never intended to killed many Wartwood citizens, only focused on killing Hop Pop, making him a bog-standard "take over the world" and "kill the hero" villain.
- Catwoman (DC): Compared to other Batman villains who could qualify, such as Joker, she fails the Heinous Standards as most of her crimes are just simple burglaries.
- Chip (Chip Plays Roblox): It's literally shown that him destroying Roblox...does nothing.
- Cho Sang-Woo: Fails the Heinous Standards of Squid Game when compared to villains like Jang Deok-su, who does far worse with similar resources. He arguably also fails the baseline standard with only two murders and one indirect kill.
- Chris Walker: Despite the encounters with Chris being nightmare fuel enducing, he failed the heinous standard and has a standard villainy.
- Corey Cunningham: Most of his kills are pretty justifiable due to how awful his victims are. Due to this, he fails the Heinous Standards to Michael Myers himself, as there’s no indication about how high the latter’s resources are.
- Cornelius Fudge: Fails the heinous standard of Harry Potter franchise compared to Dolores Umbridge who did much worse than him.
- Cosmo Periwinkle Cosma: Fails the heinous standard of The Fairly OddParents compared to other villains within his verse and one that he crossed over into who tried to destroy Earth or blowing up planets with similar or lower resources.
- Courtney (Pokémon): The Heinous Standards of Pokemon are so high that Courtney doesn't even come close to meeting them.
- Cozy Glow: Failed the heinous standard compared to Queen Chrysalis, King Sombra, Lord Tirek and Storm King, and also suffers from pragmatic villainy.
- Daddy Dearest (RecD): Everything he does are just generic.
- Damon Gant: Fails the Heinous Standards of Ace Attorney compared to von Karma, Darke, Dahlia, Gavin, etc.
- Darkblade: His actions are too standard and doesn't stand out compared to Cat Blanc, Shadow Noir, etc.
- Darth Maul: Despite killing two Pure Goods, implicitly eating people to stay alive, being a terrible boss, starting a civil war on Mandalore, massacring an entire village of innocent people including children, permanently blinding Kanan, and overall having the most personal enmity with Obi-Wan (yes even worse than Vader), he's still massively outclassed by other villains in the Star Wars franchise who did much worse with arguably less resources.
- David Farnsworth: Generic counterfeit artist.
- David Garcia (Telltale's The Walking Dead): Fails the Heinous Standards compared to Badger or Joan.
- Deckard Shaw: Fails the Heinous Standards of Fast & Furious compared with Jakande and his brother Owen.
- Denzel Quincy Crocker: His worst actions are unintentional or not explored in enough detail.
- Diane Simmons: Her causing 87 suicides is too indirect and offscreen and her other actions, including murdering 5 characters, don't pass Family Guy's massive Heinous Standard.
- Discord (My Little Pony: Friendship is Magic): Fails the Heinous Standards of the show compare to other villains who have done much worse such as Queen Chrysalis, Lord Tirek and Cozy Glow.
- Does Bad Things Guy: Massively fails the heinous standard of SuperMarioLogan, as several other characters have done brutal serial killing, and there are several genocidal maniacs along with characters with massive rape counts. Plus, he was right next to the nuclear football so he had high resources. Not to mention that he isn't even the slightest bit inconsistent - SuperMarioLogan has a legitimate story so it's not shock value, his comedy completely drops when he gets revealed as a villain, and his affability is a facade. In other words, if he was heinous enough, he'd be Pure Evil, not Inconsistently Heinous.
- Donkey Kong (SMG4): His single rape doesn't made him pass the Heinous Standards compared to Mario who killed 2 billion Goombas with little resources.
- Donny and Robert: They're just bog-standard jerks who tried to kill the heroes.
- DoodleBob: Fails the Heinous Standards of SpongeBob SquarePants, even to SpongeBob himself, all while having relatively high resources due to the magic pencil, which he only uses to attempt to kill the heroes in non-brutal ways. Additionally, he also fails to Squidward, Mr. Krabs, and Plankton.
- Dr. Eggman (Five Nights at Pingas): Just a typical bog-standard gang leader.
- Dr. Fritz Ludwig: Most of his kills were just out of implication, self-defense and because they deserved it.
- Dr. Robotnik (Live-Action): His slavery relies on fridge horror as it is contextless as to how bad it is. His military feat also relies on fridge horror as it isn't confirmed if he wanted to crush them, and even if he did, it'd still be generic for a person with reality-warping. He also fails the standard to the unnamed Echidna warrior who destroyed armies and started a war with much less screentime to work with.
- Dr. Robotnik (Tabbykitth's Tabbyverse): Most actions are under other's orders and populicide, his one other crime, is commonplace within the work.
- Duck (Don't Hug Me I'm Scared): Killing two people is not enough to pass the horror baseline.
- Duncan (Total Drama Action Alternate Realities): He only tried to feed Harold to a shark, it's unknown if he tried to feed anyone else, and we don't even know if Harold died.
- Dusknoir (Pokémon Mystery Dungeon): There's no indication if he allowed the world will be destroyed.
- El Mago (Dora the Explorer): While turning King Bobo and Queen Maria into lifeless mountains sounds bad on paper, he relies on Fridge Horror since the two aren’t shown to be traumatized after being freed, and thus it’s unclear if they were suffering while transformed.
- Enzo (SMG4): While he has incredibly low resources when he committed mass murder and does his other villainous deeds, mass murder is common for SMG4 and he fails the heinous standard to Mario, who stomped on 2 trillion goombas with 0 resources.
- Evil Alien Jellion Overlord: It's not made clear if he killed the jellyfish, it's not made clear how many jellyfish it went after, and the impacts on the original fish are unexplored, meaning that it relies on fridge horror to pass baseline. Not to mention that the Cyclops, with lesser resources, torture murdered dozens of sea creatures.
- Evil Turtle: Fails the Heinous Standards of The Amazing World of Gumball too much, as mass destruction is pretty common in the work, she either is just an extension to her children's crimes or had shared the same crimes as them, while also suffering from Fridge Horror since its never shown that anyone died when she and her children sank a cargo ship. Besides her children, she also fails the Heinous Standards to Bobert, Ant-One, and even Gumball himself.
- Fairy Godmother (Shrek): Fails the Heinous Standards to Shrek franchise to Rumplestiltskin due to relying on Fridge Horror.
- Fake Peppino (Pizza Tower): His kill count are too vague to qualify.
- Falcon (Stuart Little): A generic kill-the-hero villain and him killing several cats relies on Fridge Horror.
- Father (Bread Boys): None of his crimes are extremely heinous due to only killing three people and his actions aren't extremely painful.
- Faye Daniels: Failed the heinous standard compared to her crewmates Alan Yates, Mark Tomaso, and Jack Anders.
- Ferris (Boyz n the Hood): While he suffers from inconsistency due to most of his actions lacking any real characterization to qualify, his actions don't stand out.
- Four (Battle for Dream Island): Underuses his resources too much, and fails the standards to Blocky who has less resources. Also, his crimes are normal for BFDI characters to do.
- Francisco Scaramanga: Fails the heinous standard to other villains such as Karl Stromberg, Hugo Drax or Max Zorin.
- Franklin Clinton: Fails the heinous standard to Trevor Philips.
- Freddy Fazbear (Xman 723): Just a bog-standard jerk and he attempt to murder two people.
- Frisbo (Dodo): His actions are just bog-standard and fails the Heinous Standards compared to other villains who are much worse than him such as Steve Malek, Joe "Dodo" Murphy, Sobhan Murphy, etc.
- Future Bertram Winkle: Relies on Fridge Horror.
- Gabby Gabby: The worst crime that she commits is kidnapping... and that's it. She fails the heinousness standards compared to villains such as Lotso.
- Gargaroth (The Amazing World of Gumball): His worst act of devouring people is entirely offscreen, which makes him fail the Heinous Standards too much.
- Gary Winds: His actions seems too standard with his worst act of accidentally getting the woman killed indirectly and his only other being kill someone who deserved it.
- George Bluth Sr.: His crimes doesn't sound heinous enough to pass the baseline.
- Gerald Robotnik: Fails the heinous standard of Sonic the Hedgehog franchise where attempted planet destroyers are the norm and doesn't stand out compared to his grandson Dr. Eggman.
- Geras (Mortal Kombat): Fails the Heinous Standards compared to Shao Kahn, Shang Tsung, Quan Chi, and others who had done much worse than him.
- Gertia (Ice Age): Everything she does are under her father's orders.
- Godzilla (The Ultimate Showdown): There are no confirmed kill count when Godzilla is stomping around the city like a big playground and is solely wasn't responsible for the epic fight.
- Golden Freddy: While he does have an effect on the story, most of his actions are either standard or justifiable. To add insult to injury, he fails the System Standards to the other Missing Children, as a prequel novel, The Week Before, revealed that the latter had planned to murder dozens of innocents once they escaped the Pizzeria, while Golden Freddy relies on Fridge Horror since there's no indication that he was involved with this plan due to not being seen.
- Gollum: His actions are too standard to qualify.
- Greego and Dohlar: Their enslavement on adults are clearly not harmful enough.
- Green Square: Fails the Heinous Standards of to some other characters of NostalgiaSquare.
- Grim Matchstick: Just a standard kill the heroes villain and fails the heinous standard to Devil and King Dice.
- Hand Demon (Demon Slayer): Mass murder and cannibalism are common in the setting, and he doesn’t have any unique niche to stand out from other demons.
- Harlen Oglivy: Him being a pedophile wasn't confirmed and the rest of his actions were just kill-the-hero villainy.
- Hazel Rainart: Fails the Heinous Standards of RWBY compared to other villains like Tyrian Callows.
- Hector Barbossa (Pirates of the Caribbean): He fails the heinous standard to Blackbeard and Armando Salazar, who killed thousands of people in brutal ways, with both of them doing so while having less resources than him.
- Heinz Doofenshmirtz (2nd Dimension): While a canon tie-in comic, Dawn of the Platyborg, explains that he tortured 2nd Dimension Perry, he is the only cyborg animal tortured and multiple others have threatened far more people with lesser resources. Most notably, Aloyse Von Roddenstein threatened billions of lives by putting the world into an ice age. So, he fails relative heinousness. He also fails the Heinous Standards to his original counterpart, Baljeet, and Rodrigo.
- Hellen Gravely: Mostly just works for King Boo and does nothing notable to stand out beyond that.
- Herbert the Pervert: While a known pedophile, many of his crimes are implied rather offscreen, along with failing the Heinous Standards to Quagmire who has also raped many people, including minors.
- Himiko Toga: Despite passing the general standards due to her high body count, Toga fails the heinous standard in comparison to villains like Tomura Shigaraki, who destroyed several cities; Overhaul, a sadistic child abuser who attempted to cause the eradication of all Quirks; and Dabi, who damaged hero society.
- Hot Tub: While they're not a part of the main American Dad! series due to their episode being non-canon, their villainy is only kill-the-heroes villainy, outside of off-screen villainy.
- Huggy Wuggy (Poppy Playtime): Fails the system standards as several other toys had also committed mass murder.
- Ikaris and Sprite (Marvel Cinematic Universe): Fails the Heinous Standards compared to Ajak who's willing to allow other worlds to die.
- Imaginary God (Jonah: A VeggieTales Movie): He never intended to destroy Ninevah just like his Bible counterpart.
- Isabella (The Promised Neverland): Her worst crime of raising children to deliver to demons as food is under orders, and she has virtually nothing outside of this.
- Ivan the Terrible (ERB): His onscreen crimes consists one murder and two attempted murders.
- Ivor (Minecraft: Story Mode): He never intended to unleash the Wither Storm.
- Jack Spicer: Didn't went beyond standard villainy.
- Jacket Criminal (Lego City Mini Movies): His actions are nothing but make him a generic bog-standard criminal.
- James Sunderland: Bog-standard villain who kills two people and one of them is out of self-defense.
- Jane the Killer: Fails the baseline and Jeff the Killer did worse.
- Jango (One Piece): Fails the Heinous Standards compared to PE villain Kuro.
- Janine Butcher: Fails the Heinous Standards compared to other NPE villains from Eastenders.
- Jeffy (SuperMarioLogan): Fails the heinous standard of the series to genocidal maniacs such as Bowser Junior, Vladimir Smirnov, Froger, Bott Buddy, and Mojo Jojo. This is because his crime relies on Fridge Horror too much because we don't know how many people will be killed.
- Jimmy Neutron: His worst crimes are completely accidental and relies on Fridge Horror. He also fails the Heinous Standards to his evil counterpart.
- Jinx (Arcane): Her role in starting a war is indirect and she fails the heinous standard to other villains like Ambessa, who had a more direct role in causing the war.
- John Doe (Villain Joker): Harley Quinn, Lady Arkham, and Riddler did worse with similar resources.
- John Stape: His crimes are nothing but bog-standard kidnapping and manipulation, which prevents him from passing the baseline.
- Johnny Lawrence: Fails the Heinous Standards compared to John Kreese.
- Johnny Vincent: Fails the Heinous Standards to Gary Smith who started with less resources and committed more crimes.
- Juzo Sakakura: Him withholding information about Junko is too indirect and done to being blackmailed, rather than malice. He fails to people such as w:c:near-pure-evil:Mukuro Ikusaba and Ryota Mitarai who are much more essential in her plans, all while having less resources than Juzo who is a high-ranking member of the Future Foundation. He also fails to Genocide Jack who committed extremely brutal murders on dozens of men. Although he did berate Hajime and inspire him to become Izuru Kamakura to cope with his insecurities, it was unintentional on his part.
- Kaecilius (Marvel Cinematic Universe): Wasn't aware of Dormammu's plans.
- Kaydee "Caine" Lawson: His actions are nothing but bog-standard and he also failed to stand out compared to O-Dog.
- Kenny (The Walking Dead): Not heinous enough compared to other villains.
- Kevin Levin: Most of his worst actions are relying on Fridge Horror and his other crimes results him in holding back his resources too much.
- King Dice (The Cuphead Show!): Failing the heinous standard to Henchman who is responsible for the Devil destroying the city.
- King Pig (Angry Birds): Him imprisoning the birds relies on Fridge Horror since there’s no proof he planned to kill them, and him keeping the most delicious food for himself is portrayed more as him being a jerk than him starving his underlings, as they aren’t shown to be endangered by this.
- King Salazar: His crimes are relying on offscreen villainy and Fridge Horror, making him a bog-standard kill the heroes villain.
- Kiyomi Takada: Most of her murders were ordered by Light and she fails the Heinous Standards to him.
- Kylo Ren: Massively failed the heinous standard of Star Wars compared to other villains, especially General Hux.
- Lawrence Van Dough: He just doesn’t quite pass the “kill-the-heroes” baseline, as Richie had 4 friends and not 8, and everything else amounts to standard greedy businessman and “kill-the-heroes” villainy.
- Loki Laufeyson (Marvel Cinematic Universe): Despite having high resources, he only killed hundreds, while people in the MCU regularly try to kill thousands and millions of people, and even a few humans have done so. The series also has several genocidal and omnicidal villains.
- Lord Crump: Fails the Heinous Standards to Beldam, who played a direct role in releasing Shadow Queen.
- Lord Garmadon: Outside of trying to take over Ninjago and trying to kill the heroes, his actions lack explicit details.
- Lord Tirek: Simply depowering everypony by absorbing their magic isn't played for horror.
- Lucie Jurin: Only has four killcount, not heinous enough.
- Lumpy (Happy Tree Friends): He doesn't stand out compared to Fliqpy, who only kills for sadistic pleasure.
- Magica de Spell (1987): Most of her crimes are just generic villainy.
- Magica de Spell (2017): Fails the Heinous Standards to Lunaris, Bulba and Bradford (who himself fails the Heinous Standards), made worse as considering Magica is a very powerful wizard who even gotten herself a demon army of shadows of the entire population of Duckberg and only limited her scope to the city, while both Lunaris and Bulba without any magic went far beyond to either the world or all of reality respectively.
- Magolor: Failed the heinous standard of Kirby series and is very standard either.
- Malediktator: His actions are too standard for the series, as mass brainwashing is fairly common, and doesn't stand out compared to Cat Blanc, Shadow Noir, etc.
- Margaret Robinson: Fails the Heinous Standards compared to Bobert and Ant-One. Her worst act of setting a school on fire also relies on Fridge Horror.
- Mark Rober (Avocado Animations): Only committed one murder, and fails the Heinous Standards to MrBeast despite the latter having more resources than him, along with being in the same universe as him.
- Marky (Oggy and the Cockroaches): Fails the baseline standard due to only being a thief and having his worst crimes be unconfirmed.
- Marx (RecD): His actions are just bog-standard villainy and also relying on Fridge Horror.
- Master Kohga: Doesn't do anything heinous but helping Ganon in his conquest without having an important role in it and fails the Heinous Standards compared to other four regional bosses.
- Matthew Patel (Scott Pilgrim vs. the World): Him killing the Crash the Boys are clearly accidental rather than genuine, making him kill-the-hero villain.
- Mayor Shelbourne: Him leaving the town lacks oomph as the town had boats to survive anyways, while it is unknown if he became aware of the FLDSMDFR's attempt to destroy the world.
- Mega Jack Horner: Even regarding the fact he declared genocide against Pure Evils for selfish reasons, he fails the Heinous Standards of Villains Fanon Wiki Chronicles compared to the Moral Scaling Killers, and to other villains who only killed trillions. Resources don't help, as he has a large amount of resources, especially in his Omega Jack Horner form, while other villains had much less or even no resources.
- Melvin Sneedly (Bad Timeline): Just a bog-standard "kill the hero" villain who holds back on his resources, while his worst actions aren’t heinous enough.
- MePhone4S: His actions are just bog-standard "kill the hero" villainy.
- Merle Dixon: Fails the heinous standard of The Walking Dead TV series compared to Gareth and Jocelyn.
- Merlina (Sonic the Hedgehog): Nothing confirms that making eternal world is fate worse than death while also failed the Heinous Standards to King Arthur.
- Messenger (Jim’s Computer): Driving Jim to suicide is only one kill and does not pass the baseline. They also rely on Fridge Horror as it’s unknown whether they were connected to the chemical spill, or if they had done anything to their previous victims after kidnapping them.
- Metaltron: Outdone by the Daleks, who did worse with comparable resources, and their only deed above generic Doctor Who villainy is one brutal murder, which is insufficient.
- Mettaton: His mass brainwashing of the Underground in the King Mettaton ending relies on Fridge Horror since it wasn't described in great detail other than it being "disturbing". His potential mass murder in the same ending wasn't even confirmed to be a mass murder as he only makes people "disappear", and it's unknown how many victims he claimed.
- Mewberty Star Butterfly: Generic kidnapper.
- Mileena: She fails Mortal Kombat's high heinousness standards.
- Miku Izayoi: For a series whose villains have committed crimes like rape, mass murder, and genocide, Miku's crimes fail Date a Live's in-story Heinous Standards.
- Mimi (Super Paper Mario): Her slavery isn't heinous enough to qualify, meaning she fails the heinous standard compared to Nastasia.
- Mojo Jojo: Generic "take over the world" and "kill the heroes" villain, and fails to Dick Hardly as Dick Hardly created defective PPG with lesser resources.

- Montana Max: His villainous actions are nothing but standard.
- Morty Smith: While his grandfather is an unfair comparison, he fails the standards to his evil counterpart, who started out with the same resources in order to commit mass murder and torture in the Citadel.
- Mr. Burns: Him blocking the sun is fridge horror, and the rest of his actions fail to populicidal villains with equal or lesser resources like Russ Cargill, and Cecil Terwilliger.
- Mr. Frundles: His destruction of planets are just a common crime and there's no indication there are damaging effects would help him stand out.
- Mr. Lyle: Too standard to qualify.
- Mr. Munch: Just a generic kill-the-hero villain.
- Mr. Waternoose (What Is Mr. Waternoose Doing To That Child!?: A YouTube Poop): His plan of f--king a thousand children before he let his company die and killing anyone who got in his way was just a threat he didn't attempt unlike the OG Waternoose, and all his other crimes are completely standard.
- MrBeast (Jeffy Goes To Ohio): Relies on Fridge Horror and is just a kill-the-hero villain.
- Ms. Stevenson: Worst crime isn't portrayed with enough gravity and there are several other child rapists, including entire groups.
- Muffet: A standard "kill-the-hero" villain.
- Nadakhan: Though heinous, he doesn't do enough to pass the incredibly high standard of Ninjago.
- Nate (The Walking Dead): While he's a sadist who murdered an elderly couple and presumably killed several other people, he fails the massively high Heinous Standards of The Walking Dead even with his lower resources. In addition, he fails the heinous standard to the St. John family and Jake with similar resources.
- Newspaper Zombie (If the Zombies were the German army World War II): Generic kill-the-heroes villain.
- Nick Rice: He never intended to cause Clyde Shelton becoming a murderous vigilante.
- Nigel (Grizzly Tales For Gruesome Kids): He wasn't aware that any of spiders he captured are sapient.
- Night Owl (Regular Show): Fails the Heinous Standards compared to Garrett Bobby Ferguson Jr.
- Niko Bellic: Fails the Heinous Standards of Grand Theft Auto compared to Trevor, Eddie, Ray, or even Dimitri.
- Nosferatu Zodd: The Heinous Standards of Berserk is too high, so he couldn't stand out. However, he also wasn't responsible for everything Griffith has done.

- Orin Scrivello: He's a bog-standard abuser, and fails the Heinous Standards to Seymour Krelborn, as although the latter is also standard, he committed two murders, which also included the former as a victim.
- Pagan Min: Fails the heinous standard compared to other Far Cry villains, such as Vaas Montenegro.
- Pillow (BFDI): Fails the Heinous Standards compared to Blocky, Four, Announcer, and Flower, and mass murder is not new to BFDI.
- Prince Charming (Shrek): Fails the Heinous Standards to Shrek franchise to Rumplestiltskin due to relying on Fridge Horror.

And despite having personal villainy against Gumball, that's pretty much it, as mass destruction is common in the work, and he even ironically fails the Heinous Standard to Gumball himself.
- Robert (Pumped Up Kicks): It’s unknown whether he went through with starting a school shooting.
- Robostus: He is just a generic "kill the hero" type of villain and his actions relying on Fridge Horror.
- Rodan (MonsterVerse): Standard kill-the-hero villain and wasn't confirmed if he's aware of Ghidorah's true goals.
- Roy Rakoon: Too much of a bog-standard and doesn't pass the baseline standard.
- RoyJoe and LloydJoe: Their actions were under DIAM0NDEYES' orders, therefore failing the Heinous Standards to her.
- Sasuke Uchiha: Doesn't stand out to many other characters who have started wars, destroyed clans, or committed genocide, in addition to most of his crimes being committed in favor of Orochimaru or Obito Uchiha. After unlocking the Rinnegan, he has one of the highest resources of any character in the franchise and never utilizes it for anything villainous other than fighting Naruto.
- Satō Matsuzaka: Only murdered four people and fails the Heinous Standards to her aunt (who's also standard), along with Shio and Asahi's father.
- SCP-173: Failed the Heinous Standards of SCP Foundation.
- Scar (Fullmetal Alchemist): Due to how extremely high the Heinous Standards are, he clearly fails to stand out compared to other humans like Kimblee.
- Scrooge (Muppets Christmas Carol): Exploiting his workers and refuse to donate the charity makes him a bog-standard jerk.
- Seiros (Fire Emblem): Fails the heinous standard compared to Edelgard and Those Who Slither in the Dark.
- Sentinel Prime (Keyan Carlile's Transformers Channel): Didn't start the riots, and the riots didn't kill anyone.
- Seto Kaiba: Just a bog-standard jerk.
- Seymour Krelborn: He only committed two murders, along with the victims of said murders deserving it. And while he does pass the baseline in the musical, both that version and his film counterpart fails the Heinous Standards to Audrey II. Resources don't help as he would've been able to allow Audrey II to kill more yet held back his own resources when he found out of the latter's true nature.
- Sheriff Nichols: It is never made clear if he is aware of the Warden's slavery (which doesn't even pass Family Guy's massive Heinous Standards).
- Shrek (SuperMarioLogan): Massively failed the Heinous Standards and him destroying the world was purely out of accidental.
- Sid Phillips: Unaware of the toys sapience and even sentience, and fails the heinous standard to Lotso and Stinky Pete (the latter being bog-standard himself).
- Sir Stinks-a-Lot: Him brainwashing people is just too standard. The people are at most mindless zombies and are not shown suffering and while he wanted to keep using it on the kids, it's not like he'd make it irreversible. If for instance he stops using it, the people would get cured.
- Six (Little Nightmares): Most of her kills are in self defense with everything else being too generic for the series.
- Smelly Zombie: He and the other zombies are clearly in a war setting, preventing him from standing out.
- Smile Away Reformatory School Sergeant: His child water torture and child labor rely on Fridge Horror, as it's not shown to be painful besides making them unhappy.
- Son (Star Wars): His worst crimes relied on Fridge Horror and doesn't pass the Heinous Standards.
- Son Goku (Goku's Genocide Roulette): Never intended to destroy the Earth which is more of accidental rather than malice.

- The Dogcatcher (Dora the Explorer): Just a generic bog-standard kidnapper.
- The Male Principal (Kindergarten): His crimes are eclipsed by the Female Principal who turns many more children into monsters, planning to use them to take over other schools and abuses her daughter into a suicidal wreck who she then blows up for failing, despite having essentially the same resources as her. His experimentation on Billy doesn't leave any lasting effects on him and the rest of his crimes amount to child murder, which is extremely standard for the series.

- Tippy Tinkletrousers (Book): Fails the heinous standard compared to his counterparts.
- Tom Buchanan: Failed to pass the baseline standards due to having two kill counts.
- Tom Tucker: Fails the Heinous Standards of Family Guy compared to Peter and Quagmire.

- Vegeta: Fails the heinous standard to many of the franchise's characters, with the entire Saiyan race and Frieza force committing many of the same crimes he does.
- Venom (Sony's Marvel Universe): Fails the Heinous Standards compared to Carnage and Cletus who has done much worse than him.
- Vergil (Devil May Cry): In both original and remake versions, his actions relying on Fridge Horror.
- Vicky (The Fairly OddParents): Her worst crimes aren't portrayed horrifically enough, and even if they were, she still fails to the Yugopotamians, as they had far lesser resources but destroyed multiple planets.
- Vincent Rowlings (Criminal Minds): Mass murder is extremely common in his serie, and he fails to other villains like Charles Holcombe, who killed and over 64 people, and Will Summers at least 26, in comparison to Rowlings only killing a dozen of people.
- Vito Corleone: His crimes are just fairly too standard as a gangster.
- Void (The Amazing World of Gumball): Trapping Rob and Molly in the Void isn’t heinous enough as neither of them are shown to be suffering. It’s also highly ambiguous on whether it’s even a sapient force of nature or not. It also fails the Heinous Standards to Larry, who endangered the universe by refusing to fire Richard, and Ant-One, who killed dozens of Anton clones.
- Walter Stans: Killing 42 people is off-screen and his only notable act.
- Wamuu: Fails the standards to Kars and Esidisi who slaughtered the rest of the Pillar Men, with the rest of his crimes only amounting to a few murders independent from his comrades.
- Whisk (Sunset Paradise): Giving that her only crimes are committing theft and aiding and abetting in theft, she's too bog-standard to qualify.
- Wilbur Soot (DreamSMP): Not only he's too standard, he wasn't heinous enough compared to Dream.
- William Afton (SMG4): Fails the Heinous Standards compared to Mario who killed 2 trillion Goombas.
- William James Moriarty (Moriarty the Patriot): While his scheme to cause a great fire over London seems bad on paper, William goes out of his way to minimize casualties, such as only setting fire to abandoned buildings, while his victims consist of near always asshole aristocrats with many of then deserving death for depraved crimes. In similar regards, Charles Augustus Milverton and manga only villain Jack McGinty outdo him on both scale and sadism, with the former scheming to engulf Britain in riots that tear the nation apart while destroying the lives of people as hobby, and the latter destroying several towns across the United States and even mows down the lives of his men to unnecessary degrees.
- Wiz and Boomstick: Both rely on Fridge Horror as it’s unknown if they make their contestants fight. And even if they do, their actions are too indirect, and they'd have a ton of resources and thus fail to their own contestants who had done far worse with less resources.
- Wheatley: His worst action of destroying the facility is due to both incompetence and unintentional rather than villainess.
- Xenomorph Queen (Aliens): Insufficiently differentiates her heinousness from the rest of her species.
- Yokai: All he does is destroy buildings, which is generic supervillainy, and attempt to kill the heroes for opposing him, which is generic villainy.
- Yukiteru Amano: Fails the Heinous Standards compared to his girlfriend Yuno despite having the same resources and refusing to help the universe is done more out of depression rather than malice.
- Zach Varmitech: Relies on Fridge Horror too much and fails the Heinous Standards to Donita Donata and Paisley Paver.
- Zalgo (DMN Fights): His worst crimes are nothing more of a Fridge Horror.
- Zilla: Relies on Fridge Horror since it's unknown how many were killed during its rampage across the city.
- Zoidberg (YTP Futurama The Big Brain's Day Out): Raping someone is a very common crime and his kill count is very low.
Conflicting Evil
- Aslan: Didn't want to destroy Narnia and had no other choice because it was taken over by Shift.
- Barracuda (Finding Nemo): Just a predator that needed to survive by the end of the day.
- The Blob (1958): It doesn’t show signs of being sentient or having malicious intent.
- Chin (Hong Kong 97): Despite the fact that he committed genocide, his actions are treated as heroic by the narrative.
- Cocaine Bear: A normal non-sapient bear.
- Frisk (Dusttale): Was completely controlled by Chara, and has no other heinous actions outside of that.
- Garou (Manga): His worst actions were under God's influence.
- King Kong (2005): While he is a generic animal predator, most of his kills are just protecting his territory.
- Lion of Night (The World of Ice & Fire): His actions are treated as benevolent by the narrative.
- Manny Heffley: It's ambiguous if he knew turning off the power would result in people getting killed.
- Mechagodzilla (MonsterVerse): Does nothing on its own and is only been controlled by Ghidorah.
- Michael Myers (Halloween 6: Producer’s Cut): Most of his actions were under the control of the Thorn cult.
- Mickey Mouse (Epic Mickey): Most of his kills, while brutal, are against enemies and he creating the Shadow Blot was an accident he felt remorse for. Even his most heinous act of endangering the city is surpasses by the Mad Doctor doing the same but with less resources.
- Millie (why millie is not the driver): There's no implication that she was aware that she ran over and killed people.
- Mr. P (Piggy): Most of his kills were unintentional and he even showed remorse over this, meaning he wasn't heinous enough to qualify. He also fails the Heinous Standards to Willow, who had a major role for spreading the infection, along with her personal villainy towards Zizzy (who was infected because of the former) and the protagonist with less resources.
- Oswald the Lucky Rabbit (Epic Mickey): He didn't know he was the one who released Blot.
- Pando: It's a mindless parasite.
- Protagonist (Plague Inc.): They're not even a character.
- Ralph (Wreck-It Ralph): Many of his actions are unintentional. He didn't intend to cause the Cy-Bugs to attack Sugar Rush, and he only released Arthur to crash Slaughter Race in order to win back Vanellope. He even fails the Heinous Standards to Arthur itself since it tried to destroy the internet.
- Saori Joumae: Even though she used a hypersonic cruise missile to blow up the Altus Communio Basilica, attempted to wipe out the entirety of Trinity and Gehenna, and tried to kill Sensei, these were all acts that were coerced by Beatrice, and if Saori hadn't done them, Saori's friends Atsuko, Misaki, and Hiyori would have died, so overall, Beatrice is responsible for all of Saori's crimes.
- Scrat: Most of his heinous actions are completely unintentional.
- Terence (Angry Birds): There’s no proof that among the pigs he harmed there were innocent ones, and him being a danger to the eggs is just an assumption from the other birds, with Terence not showing any intent of damage the eggs.
- That One Version of Sonic That Was In Eggman's Story to Knuckles (Sonic X): The generic "kill the heroes and mischievous" villain that was told by Dr. Eggman to trick Knuckles doesn't exist in the series.
- The FLDSMDFR: It's a malfunctioning machine, which makes its worst act of destroying Swallow Falls, and attempting to destroy the rest of the world unintentional. It also fails the Heinous Standards to Chester V, who exploited it so he can commit genocide on the Foodimals.
- The Meg: It's a mindless predator who has to eat to survive.
- Timmy Turner: Most of his actions were relying on Fridge Horror and he fails the Heinous Standards of The Fairly OddParents too much, where aliens destroying planets is a common tradition. This in addition to the fact of him not having any malice behind most of his actions, while his worst actions were unintentional. Plus, his resources are far too high since he has access to the Magic Muffin, yet didn’t use it for malicious purposes, therefore also failing the Heinous Standards to Shirley and Overlord Glee.
- Vanellope Von Schweetz: Far too standard, and her glitch did not intend nor cause any harm to the Slaughter Race game.
- Vanny: Her murders are unintentional as she was only ordered to commit the murders due to the Mimic's influence. While she has less resources than William Afton, she still fails the Heinous Standards to him. Even when Afton held back his own resources, he murdered at least a dozen children and put them in FWTDs in order to stand out enough. She also fails the Heinous Standards to Gregory, as despite committing five murders, he had a major role in hacking the Glamrock Animatronics.

- Until Dawn: The Wendigos are just animals looking for food, Josh's actions don't go beyond stalking and scaring, and other characters in the game do worse than either of them. For instance, Mike can shoot Emily—his own ex-girlfriend—in the face over sheer superstition (and his honest/funny meters increasing after he does imply that he enjoyed it a little), Ashley can leave Chris to die out of pettiness, and Sam and Matt can leave up to four friends to die horrible deaths just to save their own skins. Simply put, nobody in the game is truly innocent nor consistently heinous, even the "villains" who are too sympathetic.
