Hubert Beaumont "Hugh" Neutron is a supporting character in Nickelodeon's Jimmy Neutron franchise. He is Jimmy's silly duck-obsessed father and son of Granny Neutron.
He is voiced by Mark DeCarlo.

What Makes Him Heinous?[]
- In “Jimmy on Ice”, he attempts to hunt down Jimmy after mistaking him for caribou.
- In “Sorry Wrong Era”, he steals Jimmy’s time remote and uses it to cause chaos in Retroville, disturbing patrons at a slushie shop by burping and re-consuming his drink and giving Cindy and Libby brain freeze.
- In the same episode, he uses the remote to make a pregnant lady repeat the process of giving birth multiple times, severely traumatizing her in the process.
- While this was offscreen, there is a clear onscreen impact as the woman was deeply affected by the event, to the point of having a mental breakdown and crying profusely after remembering it.

- While Professor Calamitous, the Nanobots and Shirley do worse, Hugh has less resources than them, as well as a unique niche of a visceral torture, so he stands out regardless.
What Makes Him Inconsistent?[]
- He is generally a heroic character, being a supportive father to Jimmy and a caring husband to Judy.
- He is overall way too comedic, humorous and incompetent for any higher status, frequently getting into many wacky slapstick situations due to his own weird bizarrely awkward antics and always serving as a comic relief sort of character whenever the situation calls for it, thus making it impossible for him to be played seriously in any sense of the word.
- Even his worst crime is simply a gag played for black comedy (not to mention Hugh is comically punished for it by his wife caging him and making him apologize by having him say "Dehhh I'm sorry honey." in an authentically remorseful manner and using the remote numerous times for him to say this line repeatedly).
- He has moral agency issues due to his stupidity. While he was aware that his behavior was bad on some level (given how Judy did scold him for trying to use the remote prior), his actions in “Sorry, Wrong Era,” including his worst crime of repeatedly re-impregnating a woman and forcing her to go through childbirth, weren’t done with malicious intent, as he was playing around with Jimmy’s remote with child-like enthusiasm without thinking about the full ramifications of his actions.
- For this reason, he is a villain by proxy, as he’s an otherwise well-meaning individual whose worst crimes were unfortunate consequences of his own ineptitude and immaturity instead of stemming from a genuine desire to do evil.
- He is genuinely affable, good-natured, usually treats many people well and expresses himself as a generally polite well-mannered person, automatically disqualifying him from NPE.
