The Halloween Wizard is the main antagonist of "In the House", the third segment of the Regular Show Halloween special "Terror Tales of the Park".
He is an elderly creepy wizard who lives in a decrepit house at the city where the show takes place. One Halloween night, the Wizard's house gets egged by Rigby due to not giving him and his friend Mordecai any candy, resulting in the Wizard cursing Rigby as part of an elaborated yet disproportionate plot to get back at the racoon for his petty vandalism.
He was voiced by Mark Hamill, who also voiced the Joker in Batman: The Killing Joke and Chucky in the 2019 Child's Play reboot.

What Makes Him Heinous?[]
- Rips off a piece of Rigby's fur and curses him just because Rigby pettily egged his house because the Halloween Wizard didn't give him any candy, an absolutely disproportionate revenge far worse than the racoon's mild vandalism.
- Stalks Rigby at his workplace the following day to scare him while waiting for the curse's effects to start.
- Transforms Rigby into a living house with his curse, and the transformation was painful for Rigby, due to the pain he expressed while growing a plaque and a door knob.
- Makes his cat scare Mordecai off his property when the blue jay comes to his house to apologize on Rigby's behalf.
- Calls to Rigby through a phone on his living room and taunts him about his new body before warning him that he has just started.
- Strangles Rigby's boss Benson Dunwoody through the phone due to Benson firmly ordering him to transform Rigby back to normal. He then promises to kill all of the Park staff for interrupting his call when they stop him from killing Benson.
- Brutally murders all of the Park staff that night as they guard Rigby. While killing the heroes is somewhat generic, the methods employed by the Halloween Wizard to kill all of Rigby's friends, coupled with his sadistic jokes at their deaths are too horrific to be standard:
- He mocks Muscle Man's jokes about his mom and drags him into the Park's woods, then proceeding to skin him alive, albeit offscreen, yet we see Muscle Man with his exposed flesh when he returns to Rigby before slumping over dead.
- Sucks Hi-Five Ghost into the phone when he answers his call and spews out Hi-Five Ghost's ghostly remains on Mordecai and Skips.
- Pushes Mordecai against a bookshelf to knock him out before proceeding to subdue Skips and drag him into the chimney where he burns him alive (in the story, there aren't any indications about Skips being immortal like in canon), horrifying a witnessing Rigby.
- Finds Benson hiding in Rigby's bathroom and throws him into the toilet and drowns him by flushing the toilet until Benson's gumballs overflow it.
- Rams Pops Maellard against Rigby's ceiling and then throws him into a closet that he closes and poofs away to somewhere unspecified or to an unknown fate.
- Decapitates Mordecai with a cutting wind just as he recovered consciousness to try to save Rigby.
- Eggs Rigby out of spite for doing the same to his house, leading Rigby to rightly call him out for killing all his friends and transforming him into a house just to settle a petty vendetta. The Wizard answers that Rigby guessed his intentions right as he summons a giant egg and cracks it on Rigby, drowning him in the process.
- Reveals himself to be actually real when Rigby finishes telling his Halloween story to his co-workers, implying that he may have killed Rigby beforehand and scaring everyone before concluding the special with an out-of-universe "Happy Halloween!", after which he presumably murders the Park staff.
- His kills are brutal enough to not be generic "Kill the Heroes".
What Makes Him Inconsistent?[]
- He is too comedic to be PE or NPE as all of his crimes are played for black comedy.
- He does seem to care for his cat, holding him in a gentle way after his pet scares Mordecai in the window.
