Saira Bellum, better known as just Dr. Bellum, is one of the four main antagonists in the Netflix TV show Carmen Sandiego. She is one of the members of V.I.L.E Faculty and the head scientist of V.I.L.E. itself, as well as one of Carmen's nemesis in the show due to her being one of the leaders of V.I.L.E.

She was voiced by Sharon Muthu.

What Makes Her Heinous?[]

  • She was behind the creation of V.I.L.E's brainwashing machines which she would use to wipe out the memories of former members and those who failed to achieve V.I.L.E's goals, they would even use it to turn their enemies into their allies against their wills.
  • Alongside the other members of V.I.L.E Faculty, she ordered Shadow-san to kill Dexter Wolfe when the latter betrayed them so he could live with his daughter.
  • While she did allow Carmen to stay in V.I.L.E island when she was a child and understood why Shadow-san didn't dispose of her with the rest of Dexter Wolfe's evidence, by the time of the show, she says she regrets doing said decision and has no problem with attempting to hurt or kill Carmen.
  • She was behind the creation of the Cracklerod, which was used to try to kill those who interfered or were against V.I.L.E's plans.
  • As an act of initiation, she, alongside the other members of V.I.L.E, had the new V.I.L.E. recruits steal an artifact in Morocco.
  • Created a bioweapon to destroy all the rice crops in Indonesia in order to sell her rice brand at a high price, which could have caused the majority of the population of Indonesia to pass through starvation due to rice being their staple food.
  • Wiped out Crackle's memories after he failed to capture Carmen and put V.I.L.E at risk.
  • She threatened to wipe Le Chevre's memories just like she did with Crackle if he failed his mission.
  • She brainwashed an HelioGen scientist and later Carmen so they would launch a rocket to destroy a landmark in Australia in order to cause HelioGen to loose their contract and allow V.I.L.E to take it over.
  • She conspired with the other members of V.I.L.E Faculty to steal the Magna Carta from a exposition in Mumbai.
  • Helped the other members of the Faculty in stealing a black on magenta in San Francisco.
  • She told the other members of the V.I.L.E information about Chase Devinaux and his location, which caused him to be kidnapped and hold hostage by Coach Brunt and Shadowsan.
  • Alongside the other members of the Faculty, she ordered the shutdown of a mining operation in Brazil so they could steal the alexandrite from it.
  • She threatened to shut down the electricity on Auckland, knowing full well the amount of people she would endanger and likely kill, so she could make Carmen surrender to her.
  • When Carmen refused to give herself in, Bellum follows her threat and tries to turn off the electricity, even sadisticaly saying "Lights out" before pushing the button to start the blackout. Thankfully, Carmen sabotages her plan and stops her from doing it.
  • In the special To Steal or Not to Steal, Bellum, alongside the other members of V.I.L.E Faculty, kidnapped Zack and Ivy and threatened to brainwash them if Carmen didn't steal for V.I.L.E. It's also shown in the bad ending of the special that they would brainwash Carmen, Zack and Ivy even if Carmen did what they asked.
  • Along with her colleagues, Bellum ordered Tigress, Paper Star, and the Cleaners to steal the money from charity during a costume gala in New Orleans.
  • Ordered Roundabout and The Troll in stealing St. Edward's crown alongside her coworkers.
  • When Roundabout failed to steal St. Edward's crown, Bellum tried to erase his memories as well as Neal the Eel's.
  • She created a robot soldier in order to have him steal for V.I.L.E.
  • In the series' finale, Bellum brainwashed Carmen and removed her empathy so she could steal for V.I.L.E, which also nearly causes the deaths of Crackle, Zack, and Shadowsan.
  • Stands out in comparison to all the other members of V.I.L.E. Faculty due to going beyond standard villainy and risking the lives of countless people to achieve her goals.

What Makes Her Inconsistent?[]

  • She is far too comedic to be Near Pure Evil, seeing as numerous inventions of hers often malfunction.
  • She cares for Countess Cleo, as despite their rivalry in To Steal or Not to Steal, Bellum would later keep Cleo's crown in her lab and keeping it clean and warm for Cleo, and trying to kill Carmen when she stole it from her.
    • To further show her care for Cleo, during one of the memories that she put in Carmen's mind to brainwash her into joining V.I.L.E., she made herself holding an umbrella for Cleo during the night Shadow-san "betrayed" V.I.L.E., despite having no reason to do so.
  • She is affable, being nice towards her robots and treating them like they were her babies, and even trying to give Maelstrom a cup of coffee when he came into her lab. She also reassures Gray that being brainwashed wouldn't hurt him.
  • She possesses some honor, as she accepted calling The Troll by his complete codename despite her not liking it.

Trivia[]

  • Bellum is the only Carmen Sandiego villain to be Inconsistently Heinous.
