Lieutenant Colonel Donald Okafor, known casually as Okafor, is a major character in AMC's The Walking Dead television franchise, serving as an overarching antagonist of the original series and a supporting character in its spin-off The Ones Who Live.
He is a former U.S. Air Force Major who became a high-ranking officer in the Civic Republic Military (CRM). He is also an on & off ally of Rick Grimes.
He was portrayed by Craig Tate.

What Makes Him Heinous?[]
- As part of Operation Cobalt, he helped carry out aerial bombings on major American cities like Atlanta and Los Angeles, killing countless innocent civilians.
- He defied orders from his superiors and bombed the Lincoln Financial Field, which was full of over 4,000 U.S. Marines—including his own wife, Estelle.
- He rose to power within the Civic Republic Military (CRM), a highly secretive and authoritarian organization known for eliminating entire communities (e.g., the Campus Colony and Omaha) to preserve its vision of order. He also assisted in abducting survivors, forcibly assimilating them into the Civic Republic, and preventing them from leaving.
- Even while opposing its ideology, he continued to operate within the CRM and contributed to its enforcement for years, allowing its atrocities to continue unchecked.
- He blackmailed Rick by intercepting his message to Michonne, effectively forcing his hand and preventing him from escaping, as the CRM would know Alexandria's location and launch an attack.
- Though he mentored Rick Grimes and Pearl Thorne, he only did so because he viewed them as capable fighters, and treated them as pawns.
What Makes Him Inconsistent?[]
- He is an anti-villain and extremist. As he explains to Rick, his decision to bomb the Lincoln Financial Field was not an easy one to make; he only did so to prevent further bombings of metropolitan areas, therefore saving thousands of innocent civilians. But in the process, he had to betray and kill thousands of his fellow army men, including his own wife, which also makes him tragic and sympathetic. Many years after the initial outbreak, now a high-ranking member of the CRM, he attempts to change the corrupt and authoritative system from within.
- He is genuinely affable to everyone he interacts with, especially Rick, whom he shows a great amount of respect, despite the latter's distain towards him.
- It's stated that Okafor was the only reason Rick and Pearl had not been killed for their many escape attempts, meaning he personally intervened and saved their lives on more than one occasion.

- He is one of three characters from the TV Universe (alongside Negan and Beta) to be Inconsistently Heinous.
- Of the three, he is the only character exclusive to the TV continuity.
- He has the second highest kill count of any character in the franchise, after his superior Major General Beale.
