Rosny Spanngen, also known as Doctor Londes, is a minor antagonist in Cowboy Bebop, serving as the main antagonist of "Session #23: Brain Scartch". He was a teen that suffered an accident that placed him on a coma for the next 2 years. He was able to hack into online services and traverse across the internet and communicate in the internet, creating a group called Scratch under the guise of Doctor Londes to start a new movement.

As Doctor Londes, he was voiced by the late Chikao Ootsuka in the Japanese version, and by the late Robert Axelford in the English dub. As Rosny, he was voiced by Yuu Hachinohe in Japanese.

What Makes Him Heinous?

• Under the guise of Doctor Londes, he uses Scratch to create a massive cult spanning all across the solar system, and using the headgear that he develops to drive 300 people into suicide, having one of the highest kill counts in the series.
• However, the suffering his victims face do not end as after their deaths, their souls get trapped in the internet, suffering just like he does, aware of everything around them but unable to do anything at all, out of spite against him not being able to use his body.
• Attempts to manipulate Faye Valentine and Spike Spiegel to join Scratch and rive them to suicide as well.
• Pedals his VR headgear all across the solar system, with them even being distributed to children, to amass even more victims.

What Makes Him Inconsistent?

• Despite his spiteful and deplorable actions, he has a tragedy way too strong for Near Pure Evil, having gotten it worse than majority of the characters in the series, as at the end of the day, he is just a teen whose life is taken away from him due to circumstances beyond his control and lost control of his body while being aware of everything around him. Even the heroes take pity on him that when having to disconnect him from the internet, and thus his only method of communication with the world, Ed hypnotizes him into having good dreams as an act of mercy to ease Rosny's suffering.
