Cthulhu is a minor character and antagonist of the dark fantasy Cartoon Network series The Grim Adventures of Billy & Mandy. He is based on the character of the same name by HP Lovecraft and serves as the main antagonist of the season 5 episode "Prank Call of Cthulhu".

What Makes Him Heinous?[]
- Upon being awakened by Billy and Irwin, he took them into his realm and convinced them to make prank calls at Endsville to turn the population of the town into monsters, effectively leaving the civilians in Fates Worse Than Death that would eventually destroy the entire town through sheer chaos and misery.
- Upon being confronted by Mandy, he tried to attack and kill her one last time before the latter defeats him by trapping him within his own phone.
- He attempted to use Grim's telephone to travel back to the real world before the latter prevents him from doing so by smashing the phone into pieces.
- While The Grim Adventures of Billy & Mandy has notoriously high Heinous Standards, Cthulhu manages to stand out for manipulating Billy and Irwin into turning people of Endsville into monsters until they all descended into chaos that would leave the entire town of Endsville destroyed.
What Makes Him Inconsistent?[]
- He originates from The Grim Adventures of Billy and Mandy, a dark comedy series with negative continuity where nothing is taken seriously which is the reason why he cannot be Near Pure Evil or even Pure Evil.
- Because of the show's nature as a black comedy, he has many detracting comedic moments, including his defeat of being trapped by Mandy using his own message to suck him into the portal before Grim destroyed the phone to seal his fate, him playing golf before being stopped by Grim and Mandy, and even his plan of making prank calls not being taken completely seriously.
