He was played by the late Herbert Lom.
His Evil Ranking[]
What Makes Him Heinous?[]
- In his attempts to kill Clouseau, he has killed 4 innocent people when he missed.
- He rigs an explosive on Clouseau's car, which leads to the death of the entire Ballon Estate, who used the car to escape when they were involved one way or another with the serial murder.
- He breaks out many of the world's most dangerous people to employ them to his scheme and have them kidnap Professor Hugo Fassbender, and his daughter, Margo.

- Threatens the world leaders to assassinate Clouseau, otherwise, he would destroy an entire city using his machine.
- His final action was attempting to destroy England using his machine, planning to wipe out the millions of lives present.
What Makes Him Inconsistent?[]
- Due to the comedic nature of the franchise, he is too comedic to ever be Near Pure Evil, as he is a scapegoat thanks to the brutal slapstick comedy and horrific amusing injuries he will receive as well as having been slowly driven to insanity by Clouseau's incompetence, making him rather pitiable.
- He ultimately redeems himself during the final sets of films in the franchise and even helped in the search of the Pink Panther.
Trivia[]
