Cecil Terwilliger is a recurring antagonist in The Simpsons.

He is the younger brother of Sideshow Bob, who frequently tries to kill Bart Simpson. Though he originally bails Bob under the apparent wish to reconnect with him, Cecil actually plans to flood Springfield with a faulty damn and incriminate him, though he later joins Bob in his vendetta against Bart.

He was voiced by David Hyde Pierce.

What Makes Him Heinous?[]

  • Since childhood, he was immensely jealous of his brother and later as adults refused to make contact with him because Krusty chose Bob over him.
  • He embezzled $15,000,000 of the money funded for the hydroelectric dam project.
  • He took Bob, Lisa, and Bart hostage at gunpoint, revealing his intent to frame Bob for the flooding and his embezzlement scheme before leaving them for dead.
  • He attempted to blow up the dam which would flood Springfield.
  • He threw Bart off the dam and said he'll frame someone else for it.
  • He indirectly succeeded at framing Bob for involvement in his actions, resulting in Bob getting arrested along with him.
  • He went along with lying to the Simpsons about Bob having a fatal heart condition to help him in a scheme to once again try to kill Bart.

What Makes Him Inconsistent?[]

  • He is far too comedic to be NPE, with comedic moments such as him saying "Maris?" when Bart covers his eyes and says "guess who?" which is a reference to how Maris from Frasier never appeared on screen, him trying to hit Bart with the case full of money before accidentally throwing them down the river, Bob saying that he's happy Cecil got arrested because it means that he won't have to write a Christmas letter to him every year and Cecil saying he's happy he won't have to read them, the dam breaking and the town being flooded only for no deaths or destruction to happen and Ralph to think it's him wetting his bed, him and Bob arguing in their prison cell over who gets the top bunk and saying "when do they give us the menus?" when Bob gets the top bunk, him talking about how he and Bob went on a trip to Spain when he wanted to go to France and Bob wanted to go to Italy, him telling Bart about a game Bob taught him and describing it when Bart calls it boring only to realise it is boring, him saying he will scatter Bob's ashes over the castles of France when he is cremated and saying "take that ashes", him having an argument with Bob about the quality of his acting, and him playing cards with his family only for Snake to club him.
  • His insecurities are somewhat played for sympathy.
  • He cares for his family, including his brother despite his resentment for him outshining him a lot of the time.

Trivia[]

  • He was initially Near Pure Evil. However, after reconsideration, he was removed and approved as Inconsistently Heinous when it turned out he was too comedic for NPE status. The same had also occurred with Dark Stanley, who was removed for the same reason.
