Inconsistently Heinous villains who haven't killed anyone, but are still heinous enough to qualify. This can also include villains who don't usually bother with killing, but instead give fates worse than death (e.g. Dark Curse, Lumberjack Ghost). Murderers and any variations of them don't count for obvious reasons and can be considered their opposites, but villains who simply wanted to kill someone but didn't succeed at it can.
