Vigilantes

Inconsistently Heinous villains who punish criminals by taking the law into their own hands. They can either be law enforcement members who go far beyond their boundaries as well as normal citizens dissatisfied with the system.

However unlike Inconsistently Admirable vigilantes, these Inconsistently Heinous vigilantes never mind or doubt if they hurt innocents and/or heroes with their violent actions in the process. Although some of these IHs may feel remorse in rarer cases.
