Inconsistently Heinous Tricksters are villains who use ploys and trickery to deceive people, one-up or defeat their enemies, torment their victims with deception or even play tricks on other villains (given the conflicting circumstances).

Usually, they differ from Mischievous villains, however, it's possible for both categories can go hand and hand if their hoaxes are harmful and dangerous enough to pose a genuine threat to the unsuspecting public (and the heroes) and yet have such a wicked sense of humor that it's hard for us (or other characters) to take them as seriously as those who are Near Pure Evil or Pure Evil.
