Your destiny lies with me, Skywalker! Obi-wan knew this to be true.
~ Darth Vader to Luke Skywalker
You clever little FOOL! Can't you understand that if you refuse me and what I offer, you will inherit his world, Schneizel's world? Do not judge me! Good and evil intentions are on each side of the same card!
~ Charles warns Lelouch that Schneizel would be his greatest enemy.

Inconsistently Heinous villains who have the most impact on the story. These type of villains may be the big bad themselves, but in many cases could be the enforcer or right hand to the big bad, especially when the big bad is non-action. They are frequently the most active in terms of backstory and connection to the main characters. Most of them would play the most important role throughout the story, and without them, there would be no story at all. They are the evil counterparts of the Heroes.

Famous examples include:

  • Darth Vader from the Star Wars franchise. While Emperor Palpatine is the ruler of the Galactic Empire, Darth Vader is the one commanding most of the Galactic Empire forces the protagonists go up against, and he has the most personal conflict with his son, Luke.
  • Obito Uchiha from Naruto. He was responsible for causing nearly every conflict in the series, as well as for causing several characters' tragedies, such as Naruto and Sasuke.
  • Schineizel el Britannia from Code Geass. While Emporor Charles is Lelouch's primary target of revenge, Schneizel is the one actually commanding the Britanian military forces the Black Knights fight.
  • And Edelgard von Hresvelg from the Fódlan Saga within the Fire Emblem franchise. While Thales is the mastermind behind the conflict of the Fódlan Saga, it is ultimately Edelgard who is the biggest and most personal threat in the saga, having been the one who caused the most trouble for the protagonists.
