Inconsistently Heinous villains who have the most impact on the story. These type of villains may be the big bad themselves, but in many cases could be the enforcer or right hand to the big bad, especially when the big bad is non-action.

Famous examples include: Darth Vader from Star Wars franchise, while Emperor Palpatine is the ruler of the Galactic Empire, Darth Vader is the one commanding most of the Galactic Empire forces the protagonists go up against; and Schineizel from Code Geass, while Emporor Charles is Lelouch's primary target of revenge, Schneizel is the one actually commanding the Britanian military forces the Black Knights fight.

They are the evil counterparts of the heroes.
