Although these villains did not achieve redemption, they deeply regret their past or present actions.

Do not add Redeemed villains into this category as since they have achieved redemption and are forgiven for what they have done, they no longer need to regret their actions any longer. Also, villains who only feel remorse for one or maybe some exceptional crimes they committed but learn nothing from it and continue committing more crimes still count, as that still makes them inconsistent (e.g. Luigi, Thanos, Henry J. Waternoose III, King Dedede, Eric Cartman, Todd Alquist, and El Macho).
