Inconsistently Heinous villains who enact moderate to extreme crimes for laughably small reasons, often to show how narcissistic or overdramatic the villain is. They can be driven to commit unspeakable acts just for the most pathetic and trivial motives and goals.

This also counts villains whose evil deeds are laughable, even if they're compared with their worst deeds.
