Inconsistently Heinous villains who, despite being villains, can still commit heroic deeds from time to time.

Do not add villains that have joined the heroes side out of pragmatic or self-serving reasons, as it is likely they will slip back into their villainous ways when their goal is reached (e.g. General Hux).
The only way for villains here in this category to stop being On & Off is if they ultimately choose to redeem themselves in the end. Heinz Doofenshmirtz is a good example of this since he initially has occasional moments where he teams up with the heroes before he ultimately chooses to give up his villainous ways.
