Mischievous Inconsistently Heinous villains are playful, misbehaved, naughty, disrespectful, impish, and even childish. They like to cause trouble with doing things like stealing, littering, and even pulling pranks/stunts on others without seeking outright harm on people, and they tend to make jokes that are solely played for laughs. While many of them have redeeming factors, some of them do not. (e.g. Baron Bomburst)

NOTE: Villains who come off as troublesome, sneaky, smug and jocular are not automatically mischievous by defeault, as some of their jokes can add a malicious side to their heinous crimes that are portrayed in a dark light and their actions are taken seriously (e.g. Azula, Audrey II and Noisemaster). They should fall under Sadists, Tricksters, Laughably Evil and Thrill-Seekers categories instead. In order for villains to be considered mischievous, they have to do harmless misdemeanor while also having actions that holds strong enough weight that has an equal balance to truly heinous crimes and being played comically in-universe (e.g. Eric Cartman, Makoto Hanuma, King Dedede, Goofy and Jax).
