Inconsistently Heinous villains who are considered humorous and generally funny to the audience, however their actions can still be taken seriously in-universe though that isn't always the case. Their polar opposites are Seriously Good Inconsistently Admirable Heroes.

Trevor Philips, Spamton G. Spamton, GLaDOS, Tohru Adachi, Fleegle and Drooper, and Vaas Montenegro are prime examples of Laughably Evil Inconsistently Heinous villains.

NOTE: An Inconsistently Heinous having one, two, or overall small amount of minor comedic moments is not sufficient to make them Laughably Evil (e.g., Koba, Monika, Mewtwo, Weather Report, AUTO and Thanos). A Laughably Evil Inconsistently Heinous has to have their comedic moments more prominent, memorable, and in greater abundance.

NOTE: This category differs from Comic Relief because they are mostly funny which meant to be lightening the mood of the story that is serious in nature while Laughably Evil is a more broad term that can refer to any villain who comes across as funny. It’s also different from Comedic, because those are genuinely comedic characters from comedic media. However, all characters from both categories fall under this category, even though not all Laughably Evil villains are either.
