Inconsistently Heinous villains who are also Inconsistently Admirable.

Their Inconsistently Admirable status can contribute to them being Inconsistently Heinous due to their various heroic deeds that prevent them from being Near Pure Evil or Pure Evil.

These Inconsistently Heinous are generally considered to be the most inconsistent, as even showing no signs of their redeeming qualities will be debased enough to change their status on the lower ends of the evil morality scaling as they have done so many noble acts to make it borderline to impossible in being close to the Pure Evil criteria, but they also have done multiple atrocious things making it also impossible to being Pure Good/Near Pure Good, as they are practically a mix of Pure Evil and Pure Good.

For obvious reasons, they are always going to fall into one of three camps: On & Off, Redeemed, and Fallen Heroes, however, occasionally they can be in multiple or even all three (e.g. Big Boss, and Vergil).
