Inconsistently Heinous villains who show incompetence and thus are more likely to botch up most of their evil plans rather than fulfilling them (unless their heroic counterparts are just as unsuccessful). Since they need to pass the Heinous Standard for them to qualify for IH, it’s possible for an Inconsistently Heinous villain to be deemed "incompetent" if they at least show that they can be a genuine threat and commit many heinous deeds despite them failing to come through a majority of their plans and oftentimes having many schemes that blow up in their faces, then they may apply here.

Note: Incompetence can only be considered as an inconsistent prevention if their failures are overall Comedic and treated as a joke. Do not add incompetence to "What Makes Them Inconsistent?" section if the said villains are treated seriously, because some Pure Evil or Near Pure Evil villains can also have not so efficient goals due to either stupidity, cowardice, bad planning or arrogance stopping them from succeeding, however they are still treated as serious threats and are competent in many of their misdeeds regardless.

Additionally, not all villains who were fairly incompetent at one point can be considered incompetent. Their incompetence has to also apply to their last (villainous) appearance in their work, or else they won't qualify for the category (e.g., Dr. Neo Cortex).
