Inconsistently Heinous characters who have moral agency issues and can not understand the basic concepts of what is right and what is wrong. It can be from being made of evil (demons, evil creations...), immaturity, insanity, psychosis, dissociativity, being possessed by someone else, stupidity, addictions or other reasons. They can still have a little moral agency, but it's not complete.

All Inconsistently Heinous villains must have some level of malicious intent and commit heinous acts of their own unique insight, EVEN IF that malice is artificial and they have no distinction between good and evil in the slightest. If the acts that get them past the heinous standards are completely unintentional, or if they are being fully possessed or technologically controlled by someone else, they do not count as Inconsistently Heinous (e.g.Monokuma).

Also, villains who refuse to acknowledge the difference between right and wrong but still understand it do not have impaired agency, they are delusional instead.
