Inconsistently Heinous villains who are dark, edgy, and serious and meant to darken the mood of the lighthearted story to make it Darker and Edgier. It can even be to the point the entire series becomes darker as a result of the character (e.g. Mewtwo or Giygas.) They can almost never be Comedic. The only exception is if they're barely comedic enough to not be NPE, even though they're considered a Game Changer relative to the story they're in (e.g. Black Hiver, N, Mecha Chocolate Guy, and B'thazalon) or if the work is too comedic to the point that they can't be Pure Evil or Near Pure Evil regardless how serious they are played by the narrative (e.g Black, Monster-G, Gonzo and Niles)

They are the evil counterparts of Seriously Good Inconsistently Admirable and the opposite of Comic Relief villains.
