Dimwitted Inconsistently Heinous villains are often dumb or simple-minded. They can never be masterminds and are (almost) always incompetent for their stupidity.

This tends to be rare, but they can only be Master Manipulators if they possess some strategic or manipulative traits that showcases themselves as talented tricksters and/or control freaks in certain fields, but tend to be foolish in general. (ex. Dr. Ivo Robotnik, Beavis and Butthead, Cersei Lannister, Master Shake, Pepsiman, Stan Smith, and Peter Griffin)
