Deal Makers are Inconsistently Heinous villains who tend to make offers with other people.

These kind of villains can sometimes invite the hero to join them or offer them "mercy" from something way worse than death in many occurrences (ex: offering to not kill somebody, but only if mentioned person becomes their own trawl on a whim). Or they can honor their end of the deal.
