Completely Evil Inconsistently Heinous characters are characters who have no redeeming qualities. These characters refuse to reform from their evil ways and they have no remorse for their evil actions. They are also aware of their evil actions but do not care who they harm and are either apathetic, sadistic, or a mix of both in how they go about committing their acts and how they regard others.

Despite their actions, these IH characters usually only have the inconsistent prevention of not being taken seriously, either for being too funny and comedic themselves, or coming from a franchise where everything is played for laughs (e.g. Mickey Mouse from South Park).

Characters with moral agency issues cannot count since they are only following their own natural instincts or programming. This also excludes characters who are insufficiently characterized since these characters lack defining motives and/or personality.

Important: This category is only for IH characters CONFIRMED to have no redeeming qualities and no moral agency issues. All IH characters with redeeming qualities and redeemed IH characters cannot count for obvious reasons.
