Inconsistently Heinous villains who have a comedic presence and are meant to lighten the mood of a story that is serious in nature.

Idate, King Mogeko, Beerus, Ryuk, Deadpool and Saul Goodman are prime examples of Comic Relief Inconsistently Heinous villains.

By default, all Comic Reliefs should fall under Laughably Evil.

Note: DO NOT add characters who come from comedic media, even if they are comedic themselves (e.g. Eric Cartman, Hades, Aloyse Von Roddenstein, Drizelda, Mr. Krabs, Plankton, and Gruntilda). They should go under Comedic instead. Also, characters who are seen as funny to the audience but NEVER are seen as such in universe do not count (e.g. Trevor Philips, Vaas Montenegro, Spamton G. Spamton, Catra, Kurumi Tokisaki, and The Joker). They should instead go under Laughably Evil.
