Inconsistently Heinous villains who have some moments where they are portrayed as extremely humorous and funny. They are either played up for laughs very frequently to the point where they are hard to take seriously or just have a few noteworthy moments of comedy that detracts them from their evil nature.

In some cases, villains being played for laughs too much may be their only prevention from being Pure Evil, in addition to Near Pure Evil, given that they have no other preventions from being PE and/or have no redeeming qualities (e.g. Audrey II, Balloon Boy, Bertram, Pepsiman and Stolas). Conversely, they may not fully be devoid of redeeming qualities (e.g. Lawyer Kong, Niles, and Scarlet Overkill) or other neutral mitigating factors not related with goodness (e.g. Ztar and Sweet Pete). but come extremely close. How incredibly light-hearted these villains are in-universe, despite their misdeeds and actions passing the baseline, is the sole reason why they cannot come close to being Silly Pure Evils/Near Pure Evils, especially if none of the characters in the narrative really take these villains' actions seriously at some point in universe (as much as the audience does) and they aren't taken seriously by the narrative either, even as a serious threat.

By default, comedic characters should always fall under Laughably Evil and Comedy Inconsistently Heinous.

Eric Cartman, Captain Hook, Stan Smith, Peter Griffin, Captain Hero, Stanley Pines, and King Ethelbert are prime examples of Comedic Inconsistently Heinous villains.

Note: This category does not apply to characters who are comedic but come from non-comedic works. These characters should be under Comic Relief. (Idate, Varrick, The Collector, Hunson Abadeer, Zeno, Hecatia Lapislazuli, General Hux, and Eden Hawkins)

In addition, characters who come across as funny to at least a certain amount of people and/or appear to have comedic moments out of universe, but never are seen as such in universe do not count. They should instead go under Laughably Evil. (e.g Tomura Shigaraki, Scarlet Witch, Bryce Walker, Mr. Burns, Jax, Plankton, Walter White, Tony Soprano, Kurumi Tokisaki, Trevor Philips, Sideshow Bob, Zim, GLaDOS, Jogo, Tohru Adachi, Handsome Jack, Ryomen Sukuna, Fleegle and Drooper, Jinu, BoJack Horseman, Doll, Spamton G. Spamton, Flowey, Mr. Krabs, Pawbert Lynxley, Doma, King Andrias, and Vaas Montenegro)
